GENTEXT/REMARKS/1. This message announces the Fiscal Year 2024
(FY24) Commandant of the Marine Corps (CMC) Combined Awards
Program (CAP) winners, runner-ups, and execution of the awards
ceremony event.
2. In accordance with the reference, the CMC recognized recipients
in the following four awards categories: Recruiter of the Year, Drill
Instructor (DI) of the Year, Marine Security Guard (MSG) of the Year,
and Marine Combat Instructor (MCI) of the Year.
3. On behalf of the CMC, Commanding General Training and Education
(TECOM) takes pleasure in congratulating the following Marines on
their selection:
3a. Winners:
Gunnery Sergeant Emmanuel F. Santos - Marine Corps Recruiter of the
Year (Recruiting Station Springfield)
Staff Sergeant Steven T. Banuski - Drill Instructor of the Year
(Recruit Depot Parris Island)
Sergeant Nicholas A. Andriaccio - Marine Corps Security Guard of the
Year (Marine Corps Embassy Security Group, Region 1)
Gunnery Sergeant Fredrick M. Padilla - Combat Instructor of the Year
(School of Infantry - West)

Staff Sergeant Tyler J. Hoffman - Marine Corps Recruiter of the Year

4. TECOM will coordinate the combined awards ceremony with CMC
protocol office and will promulgate a letter of instruction to major
subordinate commands prior to 31 December 2024 to provide additional
direction, information, and coordinating instructions to include
dates, location, funding, billeting, uniform, civilian attire, and
other coordinating instructions of the awards ceremony for the award
winners and runners-up.
5. The in-person FY24 CMC CAP event will be held in the national
capital region from 28 - 29 January 2025.
6. Travel and funding is authorized for the winners and runners-up
of each category. Travel for one "guest" is authorized, per criteria
set forth in paragraph 0309 of reference (c). Parent commands are
responsible for funding travel of winners, runners-up, and one
authorized guest.
7. TECOM will approve and forward awards for all winners and first
runners-up in each category via iAPS to CMC (MMPB-3) and will
coordinate with MMPB-11 for authorization of meritorious promotion
for winners with an effective date of 2 October 2024. All winners
must have 24-months of obligated
service (OBS) remaining on contract beginning on the date of their
promotion. Unit Career Planners or other unit representatives
completing the NAVMC 321a must cite this MARADMIN as the authority.
8. Commands are authorized to meritoriously promote the winners when
the promotion becomes effective in the Marine Corps Total Forces
System. The first general officer in the chain of command has the
first right of refusal to serve as the promoting officer.
