9/17/24 Stolen Vehicle/Kidnapping UPDATE

Previously Reported:

(PEORIA, IL) Wednesday, September 4, 2024, at approximately 10:49 a.m. Peoria Police responded to the 2000 block of W. Pioneer Parkway Street on a report of a stolen vehicle with a 3-year-old child inside.

A short time later the child was located unharmed at a gas station in the 2100 block of S. Airport Road. The suspect and the vehicle have not been located at this time.
The stolen vehicle is described as a Maroon/Burgundy colored Kia Seltos Illinois Plate #FP230135

This Incident is under investigation.

UPDATE: 9/4/24

During the course of this investigation, Peoria Police obtained photographs of the suspect in this case. Officers have been unsuccessful in identifying the suspect.

Update: 9/17/24

During the course of this investigation, detectives identified the suspect in this case as 45-year-old Victor E. Farris.

On Monday, September 16, 2024, at approximately 6: 30 p.m. Peoria Police learned that Farris was taken into custody in Monroe County, Iowa for unrelated charges.

Farris is currently being held in Iowa until he is extradited back to Peoria County.

This incident remains under investigation.
