Uruguay to Improve Care for People with Disabilities and Dependency with IDB Support

The Inter-American Development Bank (IDB) approved a loan of $10 million and non-reimbursable funds of $2.5 million to improve access to quality care for people with disabilities and people with dependency.

The program will promote access to quality care in educational settings for students with disabilities and dependency, including migrant children, benefiting 700 children in 156 schools. The loan will support the selection, hiring, and training of autonomy facilitators and quality supervisors of care in educational centers.

The initiative will improve the quality of home care for approximately 480 severely dependent individuals by forming and strengthening care cooperatives. Additionally, it will enhance the employment quality of 600 caregivers by providing continuous training in in-home care for dependents, personalized care plan utilization, and training in emergency response protocols and climate shock contexts.

The initiative will include communication campaigns focused on promoting the participation of migrant and Afro-descendant populations in the personal assistant program.

The project will enhance the management and long-term planning capacity of the Integrated National Care System, including the development, implementation, support, and maintenance of a computerized care management and monitoring system in educational centers and an IT platform for home care monitoring.

The financial package includes a $10 million IDB loan, $2.5 million in non-reimbursable financing from the IDB Migration Facility, and a $3.5 million local counterpart.
