Troop C DWI arrests November 1 - November 12, 2024

Press Release

On November 1, 2024, at approximately 7:09 a.m., New York State Police at Sidney arrested Dorian L. Stewart, age 56 of Unadilla, NY for the misdemeanors of Driving While Impaired by Drugs and Criminal Possession of a Controlled Substance in the seventh degree. Troopers were dispatched by the Otsego County 911 Center to a report of a single vehicle crash on State Highway 7 in Unadilla. Troopers located a vehicle approximately 25-feet off the roadway, past the tree line. While interviewing Stewart, Troopers observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Stewart was arrested. Stewart was additionally found in possession of suspected illicit drugs. She was processed and issued appearance tickets to the Unadilla Town Court on November 19, 2024.

On November 1, 2024, at approximately 8:46 a.m., New York State Police at Sidney arrested Ethan P. Dingman, age 23 of Endicott, NY for the misdemeanor of Driving While Intoxicated. Troopers were made aware of a vehicle traveling east on Interstate 88 from Broome County into Chenango County that was traveling at a high rate of speed while the airbags were deployed, missing a rear bumper and dragging a cone. Troopers began monitoring traffic on I-88 and spotted the vehicle speeding near exit 10 (Unadilla). The Troopers initiated a traffic stop and while interviewing Dingman about his vehicle and what happened, they observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Dingman was arrested. He was processed at SP Sidney and issued appearance tickets to the Sidney Town Court on December 12, 2024, then released to a sober third party.

On November 1, 2024, at approximately 2:20 p.m., New York State Police at Owego arrested Gaige A. Gregoire, age 28 for the misdemeanor of Aggravated Driving While Intoxicated. Troopers were dispatched by the Tioga County 911 Center to a report of a possibly intoxicated driver traveling on State Route 96. Troopers observed the described vehicle on North Street in the village of Owego and were able to make a traffic stop on Fox Street. While interviewing Gregoire, a Trooper observed characteristics associated with impairment. After performing Standardized Field Sobriety Test poorly, Gregoire was arrested. He was transported to SP Owego where his reportable B.A.C was .22%. Gregoire was processed and issued appearance tickets to the Owego Village Court on December 3, 2024.

On November 1, 2024, at approximately 7:43 p.m. New York State Police at Sidney arrested Joshua Lance, age 33 of Port Crane, NY for the misdemeanor of Driving While Intoxicated. Troopers on State Route 12 in Norwich observed a vehicle with vehicle and traffic infractions and initiated a traffic stop. While interviewing Lance, Troopers observed characteristics associated with impairment. Lance was asked to perform Standardized Field Sobriety Tests which were indicative of impairment. Lance was arrested and transported to SP Norwich where his reportable B.A.C was .15%. Lance was processed and issued appearance tickets to the North Norwich Town Court on January 16, 2025, then released to a sober third party.

On November 1, 2024, at approximately 9:42 p.m., New York State Police at Owego arrested Jesse V. Conrad, age 38 of Warren Center, PA for the misdemeanor of Driving While Intoxicated. Troopers were dispatched by the Tioga County 911 Center to a trespassing complaint on Anderson Hill Road in Candor. Troopers learned that Conrad traveled to a home and would not leave the area even after the homeowners asked him to leave. Both parties were known to each other. When Troopers arrived, they smelled an odor of an alcoholic beverage emanating from Conrad's breath. Conrad was asked to perform Standardized Field Sobriety Tests, which were positive for impairment. Conrad was arrested and transported to SP Owego for processing. Conrad was later transported to the Tioga County Correctional Facility for Centralized Arraignment.

On November 2, 2024, at approximately 3:35 a.m., New York State Police at Sidney arrested Cody J. Amidon, age 23 of Sherburne, NY for the misdemeanors of Driving While Ability Impaired and three counts of Criminal Possession of a Controlled Substance in the seventh degree. Troopers on Northrup Avenue in Norwich observed a vehicle make a vehicle and traffic infraction. Troopers initiated a traffic stop and while interviewing Amidon learned that he was operating the vehicle on a suspended license and that he displayed characteristics associated with impairment. Troopers also observed illicit drugs and paraphernalia. Additionally, Amidon's passenger, Sarah A. Criddle, age 46 of Binghamton was charged with three counts of the misdemeanor Criminal Possession of a Controlled Substance in the seventh degree. Both were arrested and transported to SP Norwich for processing. Amidon performed Standardized Field Sobriety Tests poorly while at SP Norwich. Both were processed and issued appearance tickets to the Norwich City Court on November 28, 2024.

On November 2, 2024, at approximately 9:15 p.m., New York State Police at Oneonta (Interstate) arrested Garett K. Scott, age 40 of Oneonta, NY for the misdemeanor of Aggravated Driving While Intoxicated. Troopers on State Highway 28 observed a vehicle make vehicle and traffic violations. A traffic stop was initiated on Main Street and Market Street in the city of Oneonta. While interviewing Scott, the Troopers observed characteristics associated with impairment. After an investigation on scene, Scott was arrested. He was transported to SP Oneonta where his reportable B.A.C was .23%. Scott was processed and issued appearance tickets to the Oneonta Town Court on November 19, 2024.

On November 2, 2024, at approximately 9:39 p.m., New York State Police at Endwell arrested Tyrell L. Heatherman, age 21 of Binghamton, NY for the misdemeanors of Driving While Intoxicated and Reckless Driving. Troopers were dispatched by the Broome County 911 Center to a report of a crash with a rollover on State Route 17 in Johnson City and were also advised that the operator of the vehicle was attempting to leave the scene. When the Trooper arrived, a civilian was preventing Heatherman from leaving the scene. Witnesses reported Heatherman was passing vehicles at a high rate of speed and a tractor trailer moved into the left lane when Heatherman attempted to pass on the right and lost control of his vehicle and struck a guiderail then overturned. An investigation at the scene determined that Heatherman was impaired while operating the vehicle before crashing. He was checked out by Union EMS and declined further treatment. Heatherman was arrested and transported to SP Endwell where his reportable B.A.C was .15%. Heatherman was processed and issued appearance tickets to the Union Town Court on November 12, 2024.

On November 3, 2024, at approximately 12:02 a.m., New York State Police at Newfield arrested Chayse K. Hulslander, age 21 of Horseheads, NY for the misdemeanor of Driving While Intoxicated. A Trooper observed a vehicle speeding on Elmira Road near Connecticut Hill and made a traffic stop. While interviewing Hulslander, the Trooper smelled an odor of an alcoholic beverage and characteristics associated with impairment. Hulslander was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Hulslander was arrested and transported to SP Newfield where his reportable B.A.C was .13%. He was processed and issued appearance tickets to the Newfield Town Court on November 20, 2024, then turned over to a sober third party.

On November 3, 2024, at approximately 1:31 a.m., New York State Police at Homer arrested Jessica Melendez, age 47 of Homer, NY for the class "E" felony of Driving While Intoxicated (with a previous conviction within 10 years). Troopers on State Route 281 observed a vehicle make vehicle and traffic violations and initiated a traffic stop. While interviewing Melendez, the Troopers observed characteristics associated with impairment and an odor of an alcoholic beverage emanating from her breath. After an investigation on scene, Melendez was arrested for DWI. She was transported to SP Homer where her reportable B.A.C was .10%. Melendez was processed and issued appearance tickets to the Cortlandville Town Court on December 9, 2024, then turned over to a sober third party.

On November 3, 2024, at approximately 6:46 a.m., New York State Police at Sidney arrested Andrew R. Cleveland age 33 for the class "E" felony of Aggravated Driving While Intoxicated with a Child Less than 16 as passenger (Leandra's Law) and the misdemeanor of Endangering the Welfare of a Child. A Trooper was dispatched by the Chenango County 911 Center to a report of a disabled vehicle on the shoulder of Interstate 88 in Afton. The Trooper learned that Cleveland had been driving the vehicle and ran out of gas. Additionally, he was with a passenger that was less than 16 years of age and also appeared impaired. Cleveland was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. Cleveland was arrested and transported to SP Sidney. Cleveland was processed and issued appearance tickets to the Afton Town Court on December 3, 2024.

On November 3, 2024, at approximately 4:16 p.m., New York State Police at Homer arrested Johnathon M. Irwin, age 39 of Marathon, NY for the class "E" felony of Driving While Intoxicated (with a previous conviction within 10 years). Troopers were dispatched by the Cortland County 911 Center to a report of a domestic dispute at a residence on State Route 11 in Virgil. It was reported that Irwin was driving intoxicated then fled into a wooded area. Irwin was located in a wooded area, stuck in brush. He was removed from the brush and checked out by Marathon Volunteer Ambulance and later transported to Guthrie Cortland Medical Center for an evaluation. Troopers also noted an odor of an alcoholic beverage emanating from Irwin's breath. Troopers asked Irwin to perform Standardized Field Sobriety Tests, which confirmed impairment. Irwin was issued appearance tickets to the Virgil Town Court on November 26, 2024.

On November 6, 2024, at approximately 10:37 p.m., New York State Police at Binghamton arrested Christopher Woodruff, age 44 of Binghamton, NY for the misdemeanor of Aggravated Driving While Intoxicated. Troopers observed a vehicle driving over the fog line and almost striking a sign before turning off West Chenango Street on to Castle Creek Road in the town of Chenango. While interviewing Woodruff, he told Troopers he was making food deliveries, but a Trooper observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Woodruff was arrested. Woodruff was transported to SP Binghamton where his reportable B.A.C was .21%. He was processed and issued appearance tickets to the Chenango Town Court on December 11, 2024, then released to a sober third party.

On November 7, 2024, at approximately 2:23 a.m., New York State Police at Binghamton arrested Matthew S. Bedford, age 40 of Endicott, NY for the misdemeanor of Aggravated Driving While Intoxicated. Troopers were dispatched by the Broome County 911 Center to a report of a person passed out at the wheel of their vehicle while on Upper Court Street. Troopers arrived to find the vehicle running and Bedford slumped over the wheel. A Trooper was able to access the vehicle and wake Bedford up and smelled an odor of an alcoholic beverage emanating from his breath. Bedford was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. Bedford was arrested and transported to SP Binghamton where his reportable B.A.C was .23%. Bedford was processed and issued appearance tickets to the Kirkwood Town Court on December 18, 2024.

On November 7, 2024, at approximately 10:14 p.m., New York State Police at Endwell arrested Cheyenne L. Romeo, age 54 of Binghamton, NY for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched by the Broome County 911 center to a crash on State Route 17 in Endicott. An investigation revealed that while on 17 near exit 69, Romeo was operating a pick-up when he sideswiped another vehicle. No injuries were reported. While interviewing Romeo, the Trooper observed characteristics associated with impairment. Romeo was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Romeo was arrested and transported to SP Endwell where he was processed and issued appearance tickets to the Union Town Court on November 19, 2024.

On November 7, 2024, at approximately 9:36 p.m., New York State Police at Norwich arrested William P. Holland, age 45 of Harwich, MA for the misdemeanor of Driving While Intoxicated. While on State Route 12 in Oxford, a Trooper observed a vehicle make vehicle and traffic infractions. A traffic stop was initiated and while interviewing Holland the Trooper noted an odor of an alcoholic beverage emanating from Holland's breath. After performing Standardized Field Sobriety Tests poorly, Holland was arrested. Holland was transported to SP Norwich where his reportable B.A.C was .17%. Holland was issued appearance tickets to the Oxford Town Court on December 11, 2024, then released to a sober third party.

On November 8, 2024, at approximately 10:50 a.m., New York State Police at Owego arrested Catherine M. Wilkins, age 46 of Spencer, NY for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched by the Tioga County 911 Center to a report of a one-vehicle crash. The Trooper's investigation revealed that Wilkins went off the roadway on Owego Road in Candor and struck a tree. Wilkins did not wish to be checked out at a hospital. The Trooper additionally observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, she was arrested. Wilkins was transported to SP Owego and issued appearance tickets to the Candor Town Court on December 16, 2024, then turned over to a sober third party.

On November 9, 2024, at approximately 2:42 a.m., New York State Police at Binghamton arrested Zachary R. Krigstein, age 38 of Binghamton, NY for the misdemeanor of Driving While Intoxicated. Troopers initiated a traffic stop on Jewell Avenue in the town of Chenango after observing a vehicle with vehicle and traffic violations. While interviewing Krigstein, a Trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment. Krigstein was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Krigstein was transported to SP Binghamton where his reportable B.A.C was .09%. He was processed and issued appearance tickets to the Chenango Town Court on December 11, 2024, then turned over to a sober third party.

On November 9, 2024, at approximately 3:01 p.m., New York State Police at Binghamton arrested Lucas D. Walley, age 22 of Walton, NY for the misdemeanor of Aggravated Driving While Intoxicated. A Trooper was dispatched by the Broome County 911 Center to the report of a two-vehicle crash on Route 11 in the town of Lisle. An investigation at the scene revealed that Walley was traveling east on Main Street when he sideswiped another vehicle that was traveling in the opposite direction. After performing Standardized Field Sobriety Tests poorly, he was arrested. Walley was transported to SP Whitney Point where his reportable B.A.C was .18%. Walley was processed and issued appearance tickets to the Lisle Town Court on December 19, 2024.

On November 9, 2024, at approximately 8:50 p.m., New York State Police at Oneonta arrested Pamela S. Ostrander, age 47 of Davenport, NY for the misdemeanor of Driving While Impaired by Drugs. Troopers observed a vehicle running unattended in the Mirabito parking lot and also saw that the vehicle was uninsured and not registered. A Trooper located Ostrander, who said she was the operator of the vehicle. While speaking with Ostrander, the Trooper also observed impairment. After performing Standardized Field Sobriety Tests poorly, Ostrander was arrested. She was transported to SP Oneonta where she was processed and issued appearance tickers to the Oneonta Town Court on December 17, 2024.

On November 10, 2024, at approximately 11:42 a.m., New York State Police at Oneonta arrested Christopher C. Brewer, age 47 of Jefferson, NY for the class "E" felony of Driving While Ability Impaired by Drugs (with a previous conviction within 10 years). A Trooper on State Highway 23 observed a vehicle that had an expired inspection sticker and a license plate that didn't match the vehicle. A traffic stop was initiated in the parking lot of the Southside Mall. The Trooper observed characteristics associated with impairment and asked Brewer to perform Standardized Field Sobriety Tests, which confirmed impairment. He was arrested and transported to SP Oneonta where he was additionally evaluated by a New York State Police Drug Recognition Expert. Brewer was issued appearance tickets to the Oneonta Town Court on December 17, 2024, then released to a sober third party.

On November 10, 2024, at approximately 7:15 p.m., New York State Police at Binghamton arrested Sheila C. Villacis, age 23 of Middlesex, NJ for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched to a one-vehicle crash on the Interstate 86 west connector to Interstate 81. An investigation revealed that Villacis left the roadway and struck an earth embankment. While interviewing Villacis about what happened, the Trooper smelled an odor of an alcoholic beverage and observed characteristics associated with impairment. After performing Standardized Field Sobriety poorly, she was arrested. Villacis was transported to SP Binghamton where her reportable B.A.C was .16%. Villacis was processed and issued appearance tickets to the Kirkwood Town Court on December 18, 2024.

On November 12, 2024, at approximately 6:34 a.m., New York State Police at Sidney arrested Russell L. Ray, age 55 Unadilla, NY for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers were dispatched to County Highway 3 and Martin Brook Street in the village of Unadilla for a report of a crash with no injuries. Troopers located Ray and his pick-up truck off the roadway. While interviewing Ray, a Trooper observed characteristics associated with impairment. Ray was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. Ray was arrested and transported to SP Sidney where he was processed and issued appearance tickets to the Unadilla Town Court on December 17, 2024.

On November 12, 2024, at approximately 5:16 p.m., New York State Police at Endwell arrested Kenneth J. Ashman, age 33 of Binghamton, NY for the misdemeanor of Aggravated Driving While Intoxicated. Troopers were dispatched to a business on Glendale Drive in Endicott to check the welfare of a possibly intoxicated male. An investigation at the scene revealed the Ashman drove to the establishment while intoxicated. Ashman was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Ashman was arrested and transported to SP Endwell where his reportable B.A.C was .33%. Ashman was processed and issued appearance tickets to the Union Town Court on December 17, 2024.
