Eleanor Tierney Announces Resignation From Ward One City Council Seat Replacement Will Be Appointed by Annapolis Democratic Central Committee

ANNAPOLIS, MD (August 6, 2024) - Ward One Alderwoman Eleanor "Elly" Tierney submitted notice to Mayor Gavin Buckley and the Annapolis City Clerk indicating her intention to vacate her Ward One City Council seat when her family relocates to Cape Cod in September of this year.

"Elly has been a fierce advocate for Ward One," said Mayor Gavin Buckley. "She has worked through tough issues on the City Council, including short-term rental licensing, parking, and floodplain management. As Finance Committee Chair, she has helped guide the City's fiscal oversight over the past three years. I thank Elly for her service and wish her the best in her hard-earned retirement."

Because the resignation will occur with fewer than 15 months remaining until the City's next General Election, the Annapolis Democratic Central Committee will name the replacement per the Annapolis City Code (Article II, Section 7).

Next steps:

  • On July 29, 2024, the Mayor sent notice of the vacancy to the Annapolis Democratic Central Committee.

  • Not more than five business days after the Central Committee receives the notification, they must post an announcement of a public hearing to take place, not less than 10 nor more than 15 business days from the date of the announcement. The Annapolis Democratic Central Committee has set the public hearing for August 26, 2024.

  • Qualified candidates seeking the job will then submit written notice to the Central Committee, no later than midnight on August 20, 2024. Inquiries can be submitted at https://forms.gle/WdRXgRB98ZrhT9x88.

  • Qualified candidates must be a registered voter in the City for at least a year and have lived in Ward 1 for at least six months.

  • Before the public hearing, the Central Committee will announce qualified candidates.

  • Candidates not announced beforehand may qualify for consideration at the hearing by presenting a petition signed by at least 50 Democratic voters who are residents of Ward 1.

  • At the hearing, each candidate will address the Central Committee.

  • The Committee shall select one candidate and notify the Mayor of the choice in writing not more than three business days after the hearing.

  • At the next regularly scheduled meeting of the City Council, the Mayor shall swear in the selected candidate.

Upon selection and swearing in of the new Ward 1 Alderperson, the Mayor will make appointment decisions regarding standing committee assignments.
