Key Affordable Housing Funding Opportunities Open for Eugene and Springfield

The City of Eugene, in partnership with the Eugene-Springfield HOME Consortium, is excited to announce over $6.5 million in new funding opportunities to support the creation of affordable housing. These funds will help create housing for low-income residents and provide vital services to individuals experiencing homelessness, those at risk of homelessness, and survivors of domestic violence.

HOME Program Funding

The Eugene-Springfield HOME Consortium's annual HOME Request for Proposals (RFP) is now open. With approximately $1,842,027 available in Eugene and $687,828 in Springfield, this funding opportunity targets rental housing developments that will serve low-income residents. Priority will be given to projects that exceed accessibility requirements, particularly for individuals with mobility challenges. HOME-ARP: Addressing Homelessness and Housing Instability

In addition to the annual HOME funding, the Consortium is offering a one-time funding opportunity through the HOME-American Rescue Plan (HOME-ARP). This program provides approximately $2,537,182 in Eugene and $745,728 in Springfield for rental housing development, and additional funding for supportive services. HOME-ARP is specifically aimed at assisting individuals experiencing homelessness, those at risk of homelessness, and survivors of domestic violence, with a focus on veterans. City of Eugene System Development Charge (SDC) Exemptions for Affordable Housing

The City of Eugene is also accepting applications for System Development Charge (SDC) exemptions through November 4, 2024. These exemptions are available for qualified affordable housing projects, including both rental and homeownership opportunities within Eugene. The exemptions are designed to reduce the cost burden for developers of affordable housing, thereby accelerating the production of much-needed homes. A total of $263,279 is available in FY25, with equal allocations for rental and homeownership development categories.

These funding initiatives align with Eugene's Housing Implementation Plan (HIP), which set a goal of creating 835 new affordable homes by 2027, while also supporting the City of Eugene's broader strategic plan to address urgent community needs and stabilize housing costs.
