NOTICE TO THE PUBLIC AND REQUEST FOR INFORMATION

Subject to AS 38.05.850, the Southcentral Regional Land Office has received an application for the following:

APPLICANT: Department of Energy, National Nuclear Security Administration

PROJECT NAME: LAS 35221

GEOGRAPHIC LOCATION: Located within Southcentral Alaska within Tahneta Pass, west of Knob Lake and north of the East Fork Matanuska River, approx. 1.5 miles east from milepost 117 of the Glenn Highway.

LEGAL DESCRIPTION:

SE1/4 Section 12, Township 20 North, Range 11 East, Seward Meridian

NE1/4 Section 13, Township 20 North, Range 11 East, Seward Meridian

SW1/4 Section 7, Township 20 North, Range 12 East, Seward Meridian

NW1/4 Section 18, Township 20 North, Range 12 East, Seward Meridian

REQUESTED ACTIVITY: Applicant Dept. of Energy, National Nuclear Security Administration is requesting the year-round placement of a passive radio frequency array on state lands for the purpose of recording signals transmitted by the Super Dual Auroral Radar Network (SuperDARN) in Kodiak, which reflect off the ionospheric disturbance created by the High-Frequency Active Auroral Research Program (HAARP). The array would encompass 200 acres and consists of:

  • (32) antenna (8-foot by 8-foot by 6-foot) forming two concentric circles around a central

    antenna

  • (15) 1,640-foot spokes to be brushed to approximately 4 feet wide, with coaxial

    cable connecting to a central data logger

  • (1) 25-foot by 25-foot base camp area consisting of:
    • (1) storage structure (4-foot by 3-foot by 3-foot)
    • (12) solar panels (3-foot by 6-foot)
    • 10-foot perimeter fence

PROPOSED DATES OF USE:
Start: October 2024
End: October 2027

DEADLINE FOR COMMENTS: October 16, 2024

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity.
