Following the common agricultural policy (CAP) reform, each Member State designed a national CAP Strategic Plan for 2023-2027 and now, agriculture in the outermost regions as well as metropolitan France is subject to the obligations set out in this five-year programming document.

It has consequently become clear that the minimum surface area criteria set out in France's CAP Strategic Plan for 2023-2027 are not particularly applicable to overseas territories, especially Mayotte. Before it was implemented, the national CAP Strategic Plan for 2023-2027 should have been adapted to include a specific plan for the archipelago of Mayotte, where the average size of a farm is 1.7 hectares (i.e. 130 square metres)

In some cases, the Commission suggests surface area quotas that are incompatible with territories where the size of a farm is measured in hectares, not square metres.

However, national Strategic Plans can be updated at any time. For example, France's Strategic Plan has already been modified in recent months as a result of the effects of the Russia-Ukraine war.

Can the Commission and the French state work together to reform the national Strategic Plan's calculation rule for Mayotte, where the size of agricultural holdings is much smaller?
