Summer Street to Remain Open to Traffic on Halloween: Safety Measures Announced

As Halloween approaches, we want to ensure that everyone has a fun and safe night.

Temporary Changes to Summer Street Traffic Flow

Attention Motorists and Pedestrians, on October 31, 2024, the stretch of Summer Street between Park and Depot Street will be open to both pedestrians and vehicular traffic. The Town has developed a plan to manage traffic along this corridor. This will involve reduced speed limits, the use of public safety resources, physical barriers, and visual enhancements and lights at key crossing areas to guide users in this area. Drivers should expect high volumes of pedestrians and delays.

Safety Measures and Traffic Management

To facilitate a safe Halloween experience on Summer Street for pedestrians, the Town will introduce the following safety initiatives:

1. Temporary Traffic Control Devices: Traffic control devices, including physical barriers and traffic delineators, will be used to expand pedestrian zones on both sides of Summer Street between Park and Depot Street.

2. Speed Limit Reduction: The speed limit along Summer Street will be temporarily reduced to 15 miles per hour, with dynamic speed signs installed to alert drivers of their speed. Drivers should expect delays due to frequent pedestrian crossings.

3. Manned Crosswalks and Enhanced Lighting: Designated crossings for pedestrians will be marked with reflective devices. The Town will place police officers or trained volunteers at key intersections and areas with high pedestrian traffic. These personnel will manage vehicle flow and assist pedestrians in crossing safely using designated crosswalks.

4. Electronic Signage: Electronic signs will be placed at key entry points to alert drivers of the high pedestrian volume and changes in the road status. Dynamic signage will also remind drivers of the reduced speed limit and the need to drive with extra caution.

5. Emergency Vehicles and Visual Enhancements: Emergency vehicles with flashing lights will be positioned at both ends of Summer Street, signaling to all visitors to proceed with caution.
