What does Global Gateway offer Cambodia? Global Gateway attracts quality investments and infrastructure to connect Cambodia to global markets and accelerate its integration in ASEAN. It builds green and digital skills, unlocking Cambodia's full potential to meet tomorrow's opportunities.

What does Global Gateway offer Cambodia? Global Gateway attracts quality investments and infrastructure to connect Cambodia to global markets and accelerate its integration in ASEAN. It builds green and digital skills, unlocking Cambodia's full potential to meet tomorrow's opportunities.

To deliver the Global Gateway, Team Europe partners with Cambodia for enhanced competitiveness and decent jobs. Team Europe contributes to the green transformation of the agriculture and industrial sectors, by investing in modern infrastructure, knowledge and expertise, and technology.

Team Europe is collectively delivering on these priorities and has launched three Global Gateway Flagships in Cambodia:

Bakheng water treatment plant and clean water in Cambodia

Access to safe drinking water is a fundamental human right and crucial for economic growth and public health. This Flagship contributes to provide universal access to drinking water in Cambodia by 2030 by financing the construction of the water treatment plant "Bakheng - phase 3", which will expand the access to clean water for the industry and for the urban population in and around Phnom Penh. It also supports clean water policies nationwide. The Agence francaise de Développement, the European Union and the Royal Government of Cambodia (Ministry of Economy and Finance, Ministry of Industry, Science, Technology and Innovation, and the Phnom Penh Water Treatment Plant) are partners in this Flagship, mobilising 252 million EUR.

Previous successful phases of investments of 350 million EUR by Agence française de développement, the European Union, the European Investment Bank and the Phnom Penh Water Supply Authority have financed the state-of-the-art construction of the treatment plants Bakheng phase 1 and 2 by Vinci Construction. These now provide clean water to about 2 million residents in and around Phnom Penh and to the industry.

Partnership in education for green and digital jobs

The Flagship aims to support Cambodia's industrial growth and transition to an upper-middle-income country by providing young Cambodians with the skills necessary for future employment in green and digital sectors. It does so by accelerating the training of middle- and high-level technicians in fields of Science, Technology, Engineering, and Mathematics (STEM). Five hundred university students (including girls and boys) will receive scholarships for full Bachelors, Masters and PhDs in Cambodia in STEM, including clean energy, with increased funding directly channelled through the Government budget. The Flagship also fosters closer collaboration between technical education schools and the private sector to improve the quality and accessibility of education and training that responds to market needs.

The European Union, the Czech Republic, Finland, France, Germany, Hungary and the Royal Government of Cambodia (Ministry of Economy and Finance, Ministry of Education, Youth and Sports and the Ministry of Labour and Vocational Training) are partners in this Flagship.

One Health

The One Health Programme, also known as Programme Pandemic Resilience, is an initiative supported by Germany to improve global and regional cooperation in fighting pandemics. It focuses on three main areas:

  1. Developing better digital information systems that can work together across different countries and regions.
  2. Enhancing technical skills in important institutions to improve laboratory services and food safety.
  3. Promoting the One Health approach, which is endorsed by the Cambodian government.

The One Health approach combines human health, animal health, and environmental health into a single, integrated strategy for preventing and managing diseases. This comprehensive method recognizes that the health of people, animals, and the environment are all interconnected.

Global Gateway is the European strategy to boost smart, clean and secure connections in digital, energy and transport sectors, and to strengthen health, education and research systems across the world. Through a 'Team Europe approach', Global Gateway brings together the EU, its Member States and their financial and development institutions to mobilise the private sector to leverage investments, promoting sustainable growth.

Between 2021 and 2027, Team Europe is mobilising up to €300 billion of investments for sustainable, transformational and high-quality projects, taking into account the needs of partner countries and ensuring lasting benefits for local communities. This allows EU's partners to create resilient and sustainable societies and economies, but also create opportunities for the EU Member States' private sector to invest and remain competitive, whilst ensuring the highest environmental and labour standards, as well as sound financial management.
