Public Works Requests Proposals for RAISE Grant Project

The City of Eudora is seeking responses from qualified firms to provide design engineering services for the Church Street Community Connectivity and Multimodal Enhancement Project. The full RFP is available to view, and all submitted proposals must include the following elements:

  1. Goals and Objectives - A statement of the goals and objectives of the project to demonstrate the responder's view and understanding of the project
  2. Experience- An outline of the responding Firm's background and experience with similar projects. Project descriptions shall include a list of key staff and their respective roles and responsibilities. Within the experience, the Firm should demonstrate and provide proof of competency in the following areas:
    1. Street, road, pedestrian, and shared-use design
    2. Multi-phase projects
    3. KDOT project standard experience with KDOT-let federal aid highway projects
    4. Experience administering federal grant projects
    5. Planning for effective public participation
    6. Design and inspection of utility infrastructure
    7. Traffic engineering knowledge and experience
  3. Personnel - Identify personnel to conduct the project and detail training and work experience relevant to this project. Identify a professional engineer with the ability to work in the State of Kansas. No change in personnel assigned to the project is permitted without the expressed, written approval of the City.
  4. Knowledge of City, KDOT, and FHWA Requirements - Demonstrate the Firm's knowledge of the applicable street, roadway, and utility design standards to satisfy local, state, and federal requirements, including the Firm's affirmative steps to assure that minority business, women's business enterprises, and labor surplus area firms are used when possible in accordance with 2 CFR 200.321.
  5. Approach to Work - Include a detailed work plan identifying the deliverables at key milestones in the project as well as any other services to be provided by the City. City staff intends to be actively involved in the project and will require a minimum of one (1) status meetings held at City Hall to be held monthly to be reflected in the work plan.
  6. Work Schedule - An anticipated work schedule shall be provided. The work schedule shall identify all key milestone dates.
  7. References - A list of names, addresses, telephone numbers, and e-mail addresses of at least three (3) references for whom the respondent has performed similar street and utility design services.

Responses to this solicitation are due no later than 2:00 PM on Tuesday, September 3. Responding firms must submit five (5) printed copies and one (1) electronic copy of its proposal to the Eudora City Hall, 4 East 7th St., Eudora, KS 66025, attn: Director of Public Works, Branden Boyd.
