The International Social Security Association (ISSA) put artificial intelligence (AI) for social security on the agenda in an international technical seminar organized together with Dataprev - Social Security Information and Technology Enterprise, one of its Brazilian members, in connection with their 50th anniversary.
The Technical Seminar: Artificial intelligence for social security - Bridging the gap to tomorrow, was held in Rio de Janeiro, Brazil, 4-7 November 2024, bringing together ISSA members from many parts of the Americas and Portuguese-speaking countries. It was also an opportunity for Dataprev - Social Security Information and Technology Enterprise (Dataprev - Empresa de Tecnologia e Informações da Previdência Social) to mark its 50th anniversary through a dedicated debate and celebration together with international colleagues.
Outcomes of the discussions
Framed by the ISSA's flagship report Artificial Intelligence in social security organizations released in June this year, the technical seminar underscored the critical role of technology, particularly artificial intelligence, in enhancing service delivery, accessibility, and efficiency of social security organizations. Strengthening data governance emerged as a key priority to leverage AI tools effectively and become proactive in social security services.
Participants engaged in a series of interactive AI sessions, exploring AI-driven solutions in analytics, risk management, resilience planning, mitigation and fraud detection. These sessions provided practical examples of how AI can be applied to improve various aspects of social security operations.
To increase the capacity of social security organizations, the seminar emphasized the importance of having a robust AI adoption strategy, along with flexible data and technological infrastructure that can be leveraged by different organizations.
There was also a demonstration of OpenImis, an open-source information management system tailored for social security organizations, showcasing its capabilities and potential.
Sharing, learning and networking
The technical seminar was an opportunity to delve into strategic opportunities and challenges, concrete business applications, adoption strategies and best practices in artificial intelligence for social security organizations. For attendees it was also a great opportunity to meet and establish contacts with peers working on the same issues in other countries.
In addition to a broad participation from the Americas, in particular Spanish-speaking countries, there was strong participation from Portuguese-speaking countries in Africa. A side-meeting was held by the ISSA Focal Point for Portuguese-speaking Countries, which is hosted by Brazil's National Social Security Institute (Instituto Nacional do Seguro Social - INSS).
Follow-up
AI will continue to be high on the agenda for the ISSA, in webinars, events and analysis articles. Importantly, the ISSA Guidelines on Information and Communication Technology are being updated and will include a new section on AI when released in connection with the World Social Security Forum 2025. The ISSA is also a partner of the AI 4 Social Protection conference in Bangkok, Thailand, 19-21 November 2024, organized with other international organizations.
