During Manufacturing Month, Governor Hochul Joins TTM Technologies to Celebrate Beam Signing at $130 Million High-Tech Manufacturing Facility in the Town of Dewitt

Governor Kathy Hochul joined officials from TTM Technologies (TTM) today for a beam signing ceremony at the site of its new manufacturing facility located in Central New York. Today's announcement comes during Manufacturing Month, which highlights the manufacturing industry's many contributions to the state and nation. A leading global manufacturer of technology solutions, TTM is building a state-of-the-art manufacturing facility which will be co-located on approximately 23 acres adjacent to TTM's existing production facility in the Town of DeWitt, Onondaga County. TTM is expected to invest up to $130 million for the new facility and create an additional 400 good paying jobs, bringing the company's Central New York workforce to 1,000. TTM will produce Ultra-High Density Interconnect (UHDI) Printed Circuit Boards (PCBs) that will primarily be used for U.S. military applications. TTM will also invest in research and development to further integrate substrate and UHDI PCB technologies across the United States. TTM's new facility will be one of the first in the nation to specialize in manufacturing UHDI PCBs and advanced packaging.

The planned Central New York facility will bring disruptive capability, or the ability for a trusted manufacturer to quickly bring new and innovative technology to market for UHDI PCBs. It is expected to be one of the largest advanced PCB manufacturing facilities in North America with a highly optimized process to allow for shorter lead times, faster delivery, and a significant increase in domestic capacity. In addition, this facility will be one of TTM's most sustainable facilities in North America. These circuit boards are a vital component of the microelectronics industry, supporting the growth of the domestic semiconductor industry that is being driven statewide by Governor Hochul and nationally by the Biden-Harris Administration's CHIPS & Science Act.

To support the construction of TTM's facility, New York State, through Empire State Development (ESD), will provide up to $17 million in performance-based Excelsior Jobs Tax Credits in exchange for the creation of 400 new jobs and the retention of over 600 existing jobs in New York. As with all Excelsior Jobs projects, TTM will receive the credits after demonstrating that they have met their job and investment commitments. Additionally, ESD has awarded TTM a $5 million capital grant from the Upstate Revitalization Initiative for reimbursement for machinery and equipment. TTM will also receive a $30 million grant from the Department of Defense for the expansion. The total project cost has been placed at up to $130 million.

Governor Hochul has maintained a strong commitment to supporting New York's manufacturing sector, which has long served as a major employer for the state and a critical path to good-paying, middle-class jobs. New York is home to nearly 14,000 manufacturing operations. More than 420,000 New Yorkers work in this sector and since Governor Hochul took office in August 2021, employment in manufacturing increased by 12,200 in New York State. Manufacturing contributed more than $95 billion to New York's gross domestic product and is responsible for approximately $85 billion in exports per year.

Governor Hochul's Commitment to Growing New York's Semiconductor Industry

Under Governor Hochul's leadership, Upstate New York has seen a major revival in advanced manufacturing and TTM's planned investment in Central New York builds on the continued commitment to establish New York State as a global chipmaking hub.

Governor Hochul has maintained a strong commitment to building a modern economy in New York State by growing a dynamic and innovative semiconductor industry. In 2022, the Governor signed New York's historic Green CHIPS legislation to make New York a hub for semiconductor manufacturing, creating 21st century jobs and kick-starting economic growth while maintaining important environmental protections. As part of the FY24 Enacted Budget, Governor Hochul secured a $45 million investment to create the Governor's Office of Semiconductor Expansion, Management, and Integration (GO-SEMI), which leads statewide efforts to develop the chipmaking sector. In December 2023, Governor Hochul announced a $10 billion public-private partnership - including $9 billion in private investment from IBM, Micron, Applied Materials, Tokyo Electron and other semiconductor leaders - to bring the future of advanced semiconductor research to New York's Capital region by creating the nation's first and only industry accessible, High NA EUV Lithography Center at the Albany NanoTech Complex. All of these efforts are positioning New York as an innovation leader ready to support one of three National Semiconductor Technology Center facilities that will be established under the U.S. CHIPS & Science Act.
New York is home to a robust semiconductor industry which supports more than 150 semiconductor and supply chain companies that employ over 34,000 New Yorkers. Thanks to Governor Hochul's efforts, the industry is continuing to grow with major investments from semiconductor businesses and supply chain companies like Micron, GlobalFoundries, AMD, Edwards Vacuum, MenloMicro and TTM Technologies to expand their presence in New York. In fact, in the last two years, chip companies have announced over $112 billion in planned capital investments in New York - more than any other state - and one in four U.S. made chips will be produced within 350 miles of Upstate New York. No other region in the country will account for a greater share of domestic production.
