The EU has worked closely with all UN members to achieve an ambitious Global Digital Compact outlining principles, objectives, and actions to support an open, free and secure digital future for all that upholds human rights, overcomes digital divides and reaffirms the multi-stakeholder governance of the Internet.

The Global Digital Compact was agreed during the Summit of the Future in New York, as part of the Pact for the Future taking up pressing international issues such as sustainable development, international peace, future generations and technology and innovation as well as digital cooperation. The Global Digital Compact sets out the objectives, principles, commitments and actions to develop an open, free and secure digital future for all, underlying the benefits the digital technologies bring to humanity.

The actions include initiatives related to artificial intelligence. An independent International Scientific Panel on AI will be established within the United Nations to promote scientific understanding. A Global Dialogue on AI Governance involving governments and all relevant stakeholders will be initiated to take place at the margins of existing relevant UN conferences and meetings.

The UN members also committed to several actions by 2030 such as developing innovative financing mechanisms and incentives to connect the remaining 2.6 billion people to the Internet, establishing appropriate safeguards to prevent and address any adverse impact on human rights arising from the use of digital and emerging technologies and providing and facilitating access to independent science-based information to counter misinformation and disinformation.
