Paul Owen to Lead HDR’s Army Program

Previously president of HDR's Environmental, Operations and Construction services, Paul Owen has been promoted to lead HDR's Army program, which includes services for the Army Corps of Engineers. Before joining HDR, Owen served for 31 years in the U.S. Army, retiring as a brigadier general.

As the Army programs director, Owen is responsible for the development, implementation and execution of operations and growth in the Asian and European regions. He will oversee new business prospects, technical services, staff development, quality, production and standards.

"I'm looking forward to contributing to HDR's robust Army program by adding needed capacity to engage clients, synchronize internal efforts, and create more opportunities," he said. "Ultimately, our goal is to provide a broad spectrum of quality products and services to our Army clients."

While president of EOC, Owen provided strategic direction and oversight to a team of environmental scientists, planners and construction management/inspection staff. He led environmental assessment and support to many Department of Defense agencies, and compliance initiatives with the Army Reserve and Marine Corps Reserve units across the continental U.S.

Owen's leadership over construction management services for the Lake Isabella Dam Safety Modification program earned national recognition. The project, in collaboration with the USACE Sacramento District, received an Honor Award at the 2024 American Council of Engineering Companies California Engineering Excellence Awards, the 2023 National Rehabilitation Project of the Year from the Association of State Dam Safety Officials, and a Project Achievement Award in the environmental category for projects over $50 million from the Construction Management Association of America.
