Gov. Beshear Makes Appointments to Kentucky Boards and Commissions

FRANKFORT, Ky.(Sept. 13, 2024) - Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has appointed John Will Stacy to the Public Service Commission to serve for a term expiring July 1, 2028.

  • John Will Stacy of West Liberty is a former public official. He replaces Kent Chandler, who has resigned and whose term has subsequently expired.

Gov. Beshear has reappointed Jerry Johnson to the State Board of Elections to serve for a term expiring March 31, 2028.

  • Jerry Johnson of Frankfort is an administrator at the University of Louisville. He represents the Democratic Party of Kentucky as a member of the Board.

Gov. Beshear has appointed Christopher Perry, Don Gulley, Don Mosier, Justin Maierhofer, Cory Hicks, Liz Natter, Keith Hamilton and Mark Workman to the Kentucky Nuclear Energy Development Authority to serve for terms expiring Sept. 4, 2028.

  • Christopher Perry is the CEO of the Kentucky Association of Electric Cooperatives and represents electric distribution cooperatives as a member of the Authority.
  • Don Gulley is the CEO of Big Rivers Electric Corporation and represents generation and transmission cooperatives as a member of the Authority.
  • Don Mosier is the COO of East Kentucky Power Cooperative and represents generation and transmission cooperatives as a member of the Authority.
  • Justin Maierhofer is a regional executive at the Tennessee Valley Authority and represents his employer as a member of the Authority.
  • Cory Hicks is the director of business services at Four Rivers Nuclear Partnership LLC and represents nuclear site remediation services as a member of the Authority.
  • Liz Natter is an attorney with the Kentucky Resources Council and represents environmental interests as a member of the Authority.
  • Keith Hamilton is the CEO of LB Manufacturing and represents manufacturers as a member of the Authority.
  • Mark Workman is the owner of Bacon Farmer Workman Engineering & Testing and represents commercial interests as a member of the Authority.

Gov. Beshear has appointed Keith Murt, Talina Mathews, Wesley Cate, Todd Case and Kevin Nolan to the Energy Planning and Inventory Commission to serve for terms expiring Aug. 15, 2028. Additionally, he has appointed Edward Holmes as a member of the Energy Planning and Inventory Commission Executive Committee to serve for a term expiring Aug. 15, 2028.

  • Keith Murt is the president and contractor at Murtco Inc. and represents the interests of businesses or entities engaged in activities related to the mining, milling, conversion, enrichment or fabrication of nuclear fuel or involved in the remediation of past enrichment of nuclear fuels in the Commonwealth.
  • Talina Mathews is the CFO at Big Rivers Electric Corporation and represents Kentucky generation and transmission cooperatives as a member of the Authority.
  • Todd Case is the owner of Todd Case Trucking Inc. and represents an industry or business engaged in the transportation of coal.
  • Edward Holmes is the president of EHI Consultants and represents individuals who have the same level of education, training and professional experience as would be required to serve in the role of chief executive officer or board member of a company engaged in the production of coal as a member of the Executive Committee.

Gov. Beshear has reappointed John Dougherty and Catheryn Dykstra to the Kentucky Higher Education Assistance Authority Board of Directors and the Kentucky Higher Education Student Loan Corporation Board of Directors to serve for terms expiring July 15, 2028.

  • John Dougherty of Louisville is an executive at Louisville Paving & Construction.
  • Catheryn Dykstra of Louisville is the CEO of Family Scholar House Inc.

Gov. Beshear has appointed Richard Ferretti to the Kentucky Emergency Response Commission to serve for a term expiring Sept. 3, 2024.

  • Richard Ferretti of La Grange is an employee at the Office of the Attorney General. He represents the Office of the Attorney General as a member of the Commission and replaces John Wolf, whose term has expired.

Gov. Beshear has appointed Sean Garber to the Kentucky Council on Postsecondary Education.

  • Sean Garber of Prospect is the CEO of Algar Inc. He replaces Eric Farris, who has resigned, and will serve for the remainder of the unexpired term expiring Dec. 31, 2025.

Gov. Beshear has reappointed Keith Hamilton and has appointed Tiffany Jenkins to the Kentucky Community and Technical College System Board of Regents.

  • Keith Hamilton of Louisville is the CEO of LB Manufacturing. He will serve for a term expiring July 21, 2030.
  • Tiffany Jenkins of Louisville is the president of Kelley Construction Inc. She replaces Karen Finan, whose term has expired, and will serve for a term expiring Sept. 2, 2030.

Gov. Beshear has reappointed Dr. Eva Markham and has appointed Dr. Lisa Bond to the Kentucky Board of Examiners of Psychology.

  • Eva Markham of Louisville is a self-employed licensed psychologist. She represents licensed psychologists as a member of the Board and will serve for a term expiring July 14, 2028.
  • Lisa Bond of Lexington is the owner of Lisa Bond Psychological & Allyship Services PLLC. She represents licensed psychologists as a member of the Board and replaces Joseph Dickhaus, whose term has expired. Dr. Bond will serve for a term expiring Sept. 4, 2028.

Gov. Beshear has reappointed Ray Cottrell and Stephen Gates and has appointed David Moore to the Motor Vehicle Commission to serve for terms expiring July 1, 2027.

  • Ray Cottrell of Ekron is the owner of Ray's Ford Chrysler Dodge Jeep Ram. He represents the Second Supreme Court District and new motor vehicle dealers as a member of the Commission.
  • Stephen Gates of Lexington is an automobile dealer at McKamey-Gates Inc. He represents the Fifth Supreme Court District and new motor vehicle dealers as a member of the Commission.
  • David Moore of Maceo is an automobile dealer at Moore Automotive and represents the First Supreme Court District and used motor vehicle dealers as a member of the Commission. He replaces Douglas Dotson, whose term has expired.
