Former Code 2300 leader honored for his years of service

Marc Harrington retired May 31, 2024, as the nuclear engineering and planning manager for Puget Sound Naval Shipyard & Intermediate Maintenance Facility, after 34 years of dedicated service to the U.S. Navy and PSNS & IMF.

Harrington was appointed to Senior Executive Service in September of 2021, serving as one of two SES-level employees at PSNS & IMF.

Harrington received the Navy Meritorious Civilian Service Award during an award ceremony presided over by Capt. JD Crinklaw, commander, PSNS & IMF. Harrington was honored with the Navy's third highest civilian award for his exceptional leadership and drive for innovation, Crinklaw said.

"Marc's drive led to the development of highly capable reactor servicing teams, which resulted in record-setting performance levels while meeting the cradle-to-grave commitment of the nuclear program." Crinklaw said. "His vision and strategic leadership directly contributed to the United States Navy's ability to deliver combat ready Naval forces to win conflicts and wars, while maintaining security and deterrence through a sustained forward presence at sea," Crinklaw said.

In his final job at PSNS & IMF, Harrington was in charge of Code 2300, which provides technical direction for all Naval Nuclear work throughout PSNS & IMF. This includes repair and maintenance, managing nuclear material, disposing of radiological waste, disposing of reactor compartments, and ensuring the plant and reactor fuel are safe.

In a congratulatory letter Rear Adm. Scott M. Brown, deputy commander, Industrial Operations, Naval Sea Systems Command 04, congratulated Harrington on his many career accomplishments, and thanked him for a job well done throughout his time working for the Navy.

"As the senior technical authority responsible for all aspects of naval nuclear work conducted throughout the command, as well as PSNS & IMF's detachments and Trident Refit Facility-Bangor, you set the standard for establishing the conditions for safe and effective work, and were the driving force behind many successful submarine and aircraft carrier availabilities," Brown said. "During the COVID-19 pandemic, you collaborated with leaders across the Naval Shipyard enterprise to develop safety protocols and process changes that protected the workforce while they executed their vital work."

"Your positive impact will live on through the countless number of personnel you interacted with, led, trained and mentored," he continued. "Please accept my and the Executive Director for Industrial Operations' congratulations on your years of service and retirement."

From March 2019 to December of 2020, Harrington served as the Head Nuclear Engineer; providing technical direction on all command nuclear power programs, including engineering work and all technical controls connected with preparation for, and work on nuclear reactor plants.

Harrington was the Director of Radiological Controls from September of 2015 to March of 2019; in charge of technical and administrative direction of all personnel and functions encompassed by the radiological controls organization, including compliance with federal and state regulations and emergency preparedness.

Harrington was the Head of the Radiological Engineering Division from September of 2011 to August of 2015. He exercised technical control and oversight over all phases of radiological work performed on nuclear propulsion systems and command radiological support systems and facilities.

Harrington was the Head of the Reactor Engineering Division from January of 2007 to September of 2011. In this role, he was responsible for managing and directing nuclear reactor engineering and scientific work associated with the repair, overhaul, and alteration of nuclear powered submarines and surface ships.
