The Alliance Files Comments on AI Code of Practice with the European Union

On September 18, the News/Media Alliance submitted a response to the European AI Office's consultation on the upcoming General-Purpose AI Code of Practice. The consultation, led by the EU's newly established AI Office, requested stakeholder views on issues related to transparency, copyright-related rules, and risk assessment and mitigation, among others. The Code, which will be drafted by the Code of Practice Plenary will set detailed rules for general-purpose AI (GPAI) models and GPAI models with systemic risks under the AI Act. The Alliance's response focused on transparency and copyright-related rules, expressing support for strong measures to ensure that AI developers respect publisher opt-out signals and technologies and also publish substantial and meaningful transparency reports that allow rightsholders to identify if their content has been used for AI purposes without authorization. In total, the AI Office received approximately 430 submissions. The AI Office will summarize and publish the results using aggregated data at a later date. The rules will become applicable 12 months after the adoption of the AI Act, and the Code must be reviewed by the AI Office and the AI Board and approved by the European Commission.
