Request for Qualifications Argonne Road/I 90 Bridge Project

REQUEST FOR QUALIFICATIONS
PRELIMINARY ENGINEERING SERVICES
Argonne Road/I-90 Bridge Project

The City of Spokane Valley (City) solicits interest from consulting firms with expertise and experience in Preliminary Engineering services. This agreement will be for approximately two years in duration with the option for the City to extend it for additional time and money at the City's discretion and as additional funds become available.

The City reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Project DescriptionThe work to be performed by the consultant consists of preliminary design, survey, geotechnical, environmental, and traffic analysis and public outreach services associated with the design for Argonne Road/I-90 Bridge Project. The project widens or replaces the existing Argonne Rd. bridge over I-90. The project will identify the necessary steps to finalize project design, purchase right-of-way (if required), and accurately scope the project's construction phase. The project begins approximately at the signalized intersection of Argonne Rd. and westbound I-90 and extends south approximately to the signalized intersection of Argonne Rd. and eastbound I-90. A new bridge is likely to resemble the existing bridge's length of approximately 225 feet but will be determined during the preliminary design. Work will also include evaluation of the pedestrian facilities on and adjacent to the bridge and coordination with Spokane Transit Authority on their planned park and ride facility located south of the bridge between Argonne and Mullan, north of Mission and south of I-90. This agreement has a 16% Disadvantaged Business Enterprise (DBE) goal. Preliminary Engineering services are intended to be phased and may include:

  1. Intersection concept development and analysis for evaluating concepts for the bridge and surrounding intersections of the Argonne Road/I-90 interchange. The work is anticipated to include evaluation of the physical condition, geometry, traffic volumes, and suitability of existing roadway infrastructure facilities that are proposed to be incorporated into the identified concepts, and an assessment of any needed modifications or improvements. Traffic modeling and/or simulation are expected to be necessary to determine recommended intersection approach configurations. Work also will include the development of comparative cost estimates.
  2. Public outreach including soliciting comments and input from surrounding property owners, stakeholders, and business owners. Work is also anticipated to include meetings with key stakeholders, hosting public meetings to solicit input and comments, and presenting findings to City Council.
  3. Performing topographic survey including boundaries, I-90 limited access areas, review and verification of utilities, boundary survey data and preparation of right-of-way plans.
  4. Geotechnical site investigation with development of subsurface materials investigation, foundation recommendations, and report of findings
  5. Design including preparation of Access Revision Report (ARR), if needed; completion of design report; preparation of the Basis of Design (BOD); preparation of approved channelization plans; preparation of bridge design package submittals; completion of all necessary traffic modeling; developing the Intersection Control Evaluation (ICE); preparation of the special provisions and contract documents; identification of property rights; preparation of right-of-way plans and right-of-way true cost estimates; preparation of detailed traffic control/management plan and construction sequencing plans; preparation of a detailed engineer's estimate of construction costs; obtaining WSDOT and written approval of final design
  6. Development of final Plans, Specifications and Estimate (PS&E) for construction.
  7. Environment Services and NEPA approval including cultural resource assessment and applicable studies to accompany NEPA.

The City of Spokane Valley reserves the right to retain the services of the successful firms for any subsequent phases (R/W, CN) associated with this project.

Evaluation CriteriaEach consultant will be evaluated and ranked based on the following criteria:

  1. Qualifications of project team and key team members
  2. Project team experience on similar projects
  3. Approach to preliminary engineering
  4. Experience with city, WSDOT, and federally funded design projects
  5. Project team location
  6. DBE Participation Plan
  7. Organization and clarity of the Statement of Qualifications

SubmittalFor all submittal requirements, please review the complete RFQ, which is available on the City of Spokane Valley webpage, https://www.spokanevalleywa.gov/publicnotices under the "Requests for Proposals/Requests for Qualifications" section.

Submittals must include the following information: firm name and main phone number; name and e-mail address for Principal in-Charge and Project Manager; disciplines provided by the firm and total number of employees within Washington State. Similar information shall be provided for any subconsultants. A Business Statement form must be attached to the SOQ for the prime consultant and each sub-consultant (if any).
