Beginning in July 2024, as a result of public safety concerns raised by the community, members of the Winnipeg Police Service's East District Community Support Unit entered into a drug trafficking investigation regarding several individuals occupying two residences in the Varennes neighbourhood.

On July 2, at approximately 9:30 p.m., officers executed a traffic stop near Loraine Street and St. Anne's Road on a vehicle linked to one of the residences occupied by an adult male driver and an adult female passenger. While speaking with the occupants, officers noted a machete in plain sight within the vehicle and arrested both suspects concerning the weapon. The machete was secured and seized, as well as a small knife and approximately $340.00 found on their person.

The K9 Unit deployed a drug detection dog who positively indicated the presence of a scheduled substance within the vehicle. A subsequent search of the vehicle resulted in the seizure close to 1 Kilogram of Methamphetamine with an estimated street value of $10,000.

Joseph Conrad LAVALLÉE, 37, of Winnipeg, is charged with the following offences:

  • Possession of a Weapon x 2
  • Possession of a Scheduled Substance for the Purpose of Trafficking - Methamphetamine
  • Possession of Proceeds Obtained by Crime Under $5,000

A 41-year-old female, also from Winnipeg, faces the following charges:

  • Possession of a Weapon
  • Possession of a Scheduled Substance for the Purpose of Trafficking - Methamphetamine
  • Possession of Proceeds Obtained by Crime Under $5,000

She was released on an Undertaking as mandated by the Criminal Code.
