The A4119 Coed Ely dualling work is now entering its final stages. Final resurfacing along the 1.5km carriageway and adjacent roundabouts will require traffic management in the weeks ahead - including night-time road closures from December 3, which will be subject to fair weather.
The dualling scheme is a major transportation project to improve connectivity and encourage economic activity - providing a dual carriageway on the A4119 gateway to the Rhondda, from Coed Ely to Ynysmaerdy. A new active travel bridge was also installed just south of Coed Ely roundabout, to enable walkers and cyclists to cross the road from a new community route into the village.
The Council is advising on some key dates over the weeks ahead where traffic management will be needed.
Carriageway resurfacing from November 23
The next major activity on site will be to resurface the entire length of the road, with the exception of the north and south roundabout approaches - at Coed Ely and the South Wales Fire and Rescue Service (SWFRS) headquarters.
The work will be carried out on the northbound and southbound lanes one at a time, enabling one-way traffic to continue through the area on the section of road not being resurfaced. Contraflow arrangements will be in place from Saturday, November 23 (6am), lasting around a week, weather permitting.
While traffic will be clearly directed by signage, road users are advised to drive with extra care through the work site while they get used to the changing arrangements. Roadside businesses will remain open during this period, with contractor vehicles in operation to assist with any access arrangements.
Roundabout resurfacing from December 3 - overnight closures
Resurfacing of both the Coed Ely and SWFRS roundabout, and their approaches, requires a full road closure to ensure safety. This has been scheduled at night to avoid peak hours and significantly minimise disruption.
The road will close on five nights, from 9pm to 6am the following morning, at the work section of the A4119 (between Coed Ely and SWFRS roundabouts).
A map of the closure area and alternative routes is included here. This will be a significant diversion for motorists - via the Church Village Bypass, A470 to Pontypridd, A4058 to Tonypandy/Clydach Vale, and A4119 to Coed Ely. No access will be permitted along Smaelog Lane nor Ely Valley Road.
Work is scheduled to take place on the following dates - but please note these are dependent upon fair weather and are therefore subject to change:
During these closure periods, a shuttle bus operated by Stagecoach will link passengers between Coed Ely and Tonypandy, for onward and return travel to Cardiff via the Service 122. The full timetable is included here.
Full details about the upcoming traffic management and road closures are included on the contractor's website, here.
A spokesperson for Rhondda Cynon Taf Council said: "The A4119 dualling between Coed Ely and Ynysmaerdy is now entering its final weeks. Final resurfacing will be undertaken from November 23 using the current one-way traffic arrangements - albeit employing a different route of travel through the site. The roundabout resurfacing from December 3 requires a more complex traffic management operation, in the form of a full night-time closure repeated on five occasions, and will be subject to fair weather.
"We'd like to thank the community for their cooperation in advance of these closures, which will start from 9pm each night. While we understand that some residents will need to travel during the night and will therefore have to take the large diversion, night working is by far the least disruptive option. The work is also subject to fair weather, and the Council and its contractor will keep residents fully up-to-date if any of the arrangements need to be altered."
Alun Griffiths (Contractors) Ltd has provided contact details for its Public Liaison Officer, for residents to any questions relating to the work. The officer can be contacted on 03300 412185 (8.30am to 5.30pm, Mondays to Fridays), or the site team can be emailed on [email protected].
The A4119 Coed Ely dualling scheme has been made possible thanks to a significant investment from the UK Government's Levelling Up Fund - along with key funding contributions from the Council and Welsh Government.
