Open Letter to Community and Employees from Napa City Manager Steve Potter

Dear valued community and employees,

The elections results indicate that the City of Napa voters have approved Measure G - a new sales tax measure for the City of Napa. This is a significant achievement, and through strong community support, passage of this critical initiative will directly result in meaningful investments that our community needs and wants.

Measure G will generate an estimated $22 million each year in sales tax revenue dedicated to the services and infrastructure that our community relies on daily. The City Council outlined what the funds could be used for when approving this tax measure being placed on the November 2024 ballot. The passage of this measure will enable our Council to direct immediate action on community priorities. I will be recommending a plan to the City Council that prioritizes and accelerates road maintenance and sidewalk repairs for this upcoming summer paving season. Additionally, we will work to address much needed parks repairs and other essential public safety and service needs.

The City Council also promised accountability and oversight measures will be put in place. We are committed to ensuring full transparency and accountability in how Measure G funds are allocated and spent. To uphold this promise, the City Council will establish an Oversight Committee, which will include community members and provide additional public input opportunities. This committee will play a crucial role in reviewing expenditures and ensuring that the funds are directed to initiatives that reflect the needs and priorities of our residents. The process for appointing committee members will be inclusive and transparent, ensuring diverse representation and a steadfast commitment to fiscal responsibility.

We understand the critical importance of managing our community's financial future wisely and addressing long-term financial impacts prudently. As we move forward, fiscal prudence will remain at the core of our approach. Our focus will be on addressing long-term financial challenges, such as any impacts of other ballot measures, trending reduction of "gas tax" revenues, inflation and the projected reduction of Vehicle License Fee (VLF) funding. By planning strategically and leveraging Measure G funds responsibly, we can mitigate these financial pressures, strengthening our community's fiscal health over the long term.

Measure G's passage reflects our shared vision and belief in what it takes to continue to provide services that make Napa such a wonderful place to live, work and play.
