North Dakota Health and Human Services is seeking public comment on a Medicaid Traditional Individuals with Intellectual Disabilities/Developmental Disabilities (IID/DD) Home and Community-Based Services (HCBS) amendment application to the current Traditional IID/DD waiver dated April 1, 2024. The current waiver includes an array of home and community-based services in the least restrictive environment for people with intellectual and developmental disabilities.
Proposed changes to this waiver amendment include adding remote monitoring as a stand-alone service, which is currently included in equipment and supplies. The proposed amendment also includes adding clarifying language to environmental modification and small group employment and a HCBS ongoing monitoring section.
The Medicaid 1915(c) waiver amendment application with the proposed changes is available at hhs.nd.gov/dd. Copies can be mailed upon request.
The anticipated effective date of the proposed amendment is expected to be April 1, 2025.
Comments and public input on the proposed changes will be accepted from Nov. 15, 2024, until 8 a.m. CT on Dec. 16, 2024.

The waiver is a program authorized by federal law that funds in-home and community-based services for individuals with intellectual and developmental disabilities who meet Medicaid eligibility and level of care requirements.
