(PORTLAND, ORE.) - The City of Portland's Community and Economic Development Service Area (CEDSA) has announced two exciting opportunities to lead bureaus delivering essential community benefits and services to Portlanders. The Bureau of Planning and Sustainability (BPS)and Portland Permitting & Development (PP&D)are seeking Directors to lead these critical functions and help shape Portland's future.
"The leaders selected to these positions will be key in driving some of Portland's most essential community and economic development efforts," said Deputy City Administrator Donnie Oliviera. "As we enter a transformative time for the City's government and its future, these directors will allow us to continue building prosperity for all Portlanders by centering innovation, efficiency, transparency, and equity."
The City of Portland is seeking a dynamic, strategic leader to serve as the BPS Director. This is an exciting opportunity to lead the City's efforts in long-range planning and community development, with a strong emphasis on racial, economic, and climate justice.
The Director will lead BPS's broad portfolio of work including long-range planning, climate action, waste management, community technology and digital equity, and the Portland Clean Energy Community Benefits Fund (PCEF)-a landmark initiative that invests in clean energy, green jobs, and climate resilience, particularly for historically marginalized communities.
The Director will guide a high-performing team of professionals (approximately 145 full-time employees) and collaborate with City leaders, community organizations, other jurisdictions, and external stakeholders in a rapidly changing and politically dynamic environment. The Director will lead a team of six direct reports and manage a budget of over $150 million for a world-class planning program that ensures Portland remains a national leader in climate action and continues to foster equitable economic opportunities and social justice for all Portlanders.
PP&D is seeking an innovative changemaker who can set a clear, forward-thinking direction for the newly created bureau which manages building permits, land use, inspections, code enforcement, and public works permits to ensure our built environment is safe and accessible. The PP&D Director will inspire staff and stakeholders to embrace transformative goals, lead a team of 350 professionals and manage a fiscal year 2024-2025 operating budget of nearly $94 million.
The Director will be responsible for the administration of state and local building codes, managing the development review and enforcement processes, budgeting and exercising fiscal responsibility, developing and implementing strategic plans, and setting performance goals.
