PennDOT Announces Public Meeting and Online Plans Display for the Route 4014, Section 651 Culvert Replacement Project over Hiawatha Creek in Wayne County

Dunmore, PA - The Pennsylvania Department of Transportation (PennDOT) invites the public to a virtual plans display and in-person public plans presentation regarding the Route 4014 (Winterdale Road), Section 651 Culvert Replacement Project over Hiawatha Creek.


The purpose of the project is to provide a sustainable crossing over Hiawatha Creek that provides a two-lane bridge, addresses hydraulic deficiencies at the site due to the existing structure, and provides continued access to local residents, businesses, and emergency services.

The project consists of replacing the two existing pipe culverts that carry Route 4014 (Winterdale Road) over Hiawatha Creek in Scott Township, Wayne County with a new box culvert. The permanent approach roadway work will include a profile adjustment of Route 4014 and tie-ins with the existing roadway at the project limits. The project also includes a profile adjustment of T-766 (Faigle Road) at its intersection with Route 4014. Additionally, guide rail updates, new roadside barriers over the bridge, and new drainage pipes will be installed. There is one aerial utility crossing that requires relocation.

It is anticipated that construction will begin spring of 2025 and will be complete by the fall of 2025.

The public comment period is from October 14, 2024, to November 18, 2024. The plans display will be held online and will be available from October 14, 2024, to November 18, 2024. Online information, including detailed project information and comment form, can be found by visiting the following PennDOT District 4-0 website: Route 4014 Winterdale Road Section 651 Culvert Replacement Project over Hiawatha Creek (pa.gov). The purpose of the plans display is to introduce the project, display and describe the planned traffic control, and receive public input regarding questions or concerns with the project.
