Agenda: Assistance for the residents of the Orenburg, Kursk and Belgorod regions, additional funding for the infrastructure bond programme, subsidies for regional budgets to build infrastructure for tourism clusters.
Mikhail Mishustin's opening remarks:
Good afternoon, colleagues.
Items on the agenda of today's Government meeting include assistance to regions, for example, the Orenburg Region where spring floods covered large areas, damaged residential buildings and households, schools, hospitals and roads, putting residents into an extremely difficult situation.
The President emphasised the importance of promptly responding to emergencies facing our people. As per the President's instructions, funds have immediately been allocated from the federal and regional budgets for flood relief measures. These funds were used for payments to the people, including one-time benefits and compensation for partial or full loss of property.
Overall, allocations to Orenburg Region residents amounted to about 13 billion roubles.
Today, the Government will additionally earmark about 2.4 billion roubles to compensate the region's expenditures.
People must not be left one-on-one with their unresolved problems. We will continue to work together with regional authorities to do everything necessary for our citizens.
We also continue helping the Belgorod and Kursk regions, in some districts of which people have lost their property and need our assistance.
We will additionally allocate nearly 4 billion roubles today to compensate these expenses in the Kursk Region, so that people promptly receive these funds to buy essential items. Also, more than 1 billion roubles will be earmarked to cover rent payments for those who have to rent housing.
We will allocate 14 billion roubles in one-time benefits for the purchase or construction of houses or flats [to Kursk Region residents] and about 3.5 billion roubles for the same purpose to Belgorod Region residents.
Colleagues, I would like to ask you to show consideration for each family and settle problems as quickly as possible and without any bureaucratic foot-dragging. These are our citizens in a difficult life situation.
Another issue today concerns support for our construction industry. We will additionally allocate over 3.2 billion roubles for the infrastructure bond programme.
These funds will be used to issue infrastructure bonds to help construction companies build important facilities, such as kindergartens, schools and outpatient clinics, as well as social and commercial housing and utility and road communications. Another goal is to ensure the development of urban and rural territories.
The bond mechanism has proved its worth. The Government launched it for the first time at the President's instructions four years ago.
Within this programme, we have selected over 50 projects in 26 regions totally worth about 181 billion roubles. Some of them are being implemented, including boiler houses for apartment houses, transport infrastructure and recreation facilities aimed at creating comfortable living conditions.
I would like to say a few words about the hospitality sector, which is a major focus for us. Many Russian regions have large tourism potential, attracting tourists from across the country and beyond. We have earmarked budgetary funds for modernising tourism infrastructure.
Today, we will distribute over 800 million roubles of these funds between five regions - the Republic of Adygea, the Kemerovo Region, and the Perm, Primorye and Khabarovsk territories.
This money will be used to build and repair transport, utilities and supply infrastructure, in particular, to build an access road to the first stage of the New Sheregesh tourist cluster and to complete the embankment project in Khabarovsk. We discussed that project with the head of the region during a working trip to the Khabarovsk Territory in July 2024.
This decision will help us achieve the planned goals in terms of building utility systems and improving the quality of roads for both travellers and local residents.
