As we closely monitor Hurricane Helene, Mayor Cogswell has activated the Active Flooding Mitigation Plan to best combat the heavy rainfall and potential flood risks from the storm. These proactive measures will be in place as we continue to monitor the changing forecast.

Key Points: National Weather Service Charleston has projected the following timing, conditions, and impacts:

• Timing: Thursday noon into early Friday morning impacts for the city of Charleston. The key threat period for tornadoes, heavy rain, and high winds is 2:00-7:00 p.m. today. Adverse conditions continue tonight into early Friday morning.

• Rain, tides, and flooding: In the city, flooding may occur from the 0.5-1.25 inches of rain expected today and its intersection with the 4:13 p.m. high tide of 7.3 feet. Also, expect potential flooding with 1-1.75 inches of rain on Friday, and its possible intersection with the 4:36 a.m. high tide of 7.1 feet.

• Winds: Gusty winds, up to 40 mph, with tropical storm force winds not far away. Charleston and Berkeley Counties are under a Tropical Storm Warning.

• Tornadoes: The risk of tornadoes in in the city of Charleston has increased from Moderate to Enhanced. The threat of tornadoes begins today at noon, peaking from 2:00-7:00 p.m., and continuing tonight into early Friday. Be prepared for possible Tornado Watches and Warnings.

Preventative Measures and Preparedness: In response to these forecasts, the City of Charleston has implemented a series of preventative measures and preparedness protocols aligned with Mayor Cogswell's Active Flooding Mitigation Plan:

• Emergency Staffing: The City will have a partial-activation of the MEOC Thursday night into Friday morning with key city staff to monitor conditions and respond to any storm-related issues. CPD will have additional officers on duty Thursday night into Friday morning.

• Stormwater Management: Stormwater officials has deployed all four temporary pumps in flood-prone areas to manage water levels. Lake Dotterer water levels have been lowered to mitigate flood risks. Colonial Lake will be lowered as needed based on the forecast.

• Barricades and Street Closures: City staff has pre-deployed barricades near flood-prone intersections. Residents can monitor street closures through our TIDEeye app.

Public Meetings: All public meetings today will continue as scheduled. The public may view these meetings on the City of Charleston's YouTube page.

Garbage and Debris Preparation: As of now, there are no delays or changes in trash or debris pick-up. The city is utilizing the CHS Trashtracker app to notify residents about garbage and debris cleanup efforts if they are needed.
