REGULATORY COMMISSION OF ALASKA - Notice of Utility Application

Notice of Utility Application

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on November 8, 2024, Juneau Hydropower, Inc. (JHI), filed an application for a new Certificate of Public Convenience and Necessity. JHI proposes to provide electric generation, high voltage transmission, and electric distribution northwest of Juneau from the Lena Point Substation to the Kensington Mine and southeast of Juneau from Lower Sweetheart Lake to Port Snettisham. Docket No. U-24-036 was opened to address this matter.

JHI intends to construct a dam and hydroelectric generators at the outflow of Lower Sweetheart Lake, transmission lines to interconnect with the Snettisham transmission line, a transmission line from Alaska Electric Light and Power's Lena Substation to Slate Creek Cove, and a Battery Energy Storage System to provide backup power and reliability to JHI customers.

In conjunction with its application, JHI filed a petition for confidential treatment of the following information filed in conjunction with the application: Exhibit M, the Coeur Alaska, Inc. JHI Power Purchase Agreement; Exhibit N, the Grande Portage Resources Agreement; Exhibits P and Q, which include diagrams prepared for the Federal Energy Regulatory Commission that contain Critical Energy Infrastructure Information, which federal law requires be kept confidential; and Exhibit U, JHI's Pro Forma financials. Interested persons may file a response to the petition for confidential treatment with the Commission by 5:00 p.m., December 4, 2024.

The Commission has not assessed the completeness of the application. The Commission may determine whether the application is complete after the close of the public comment period.
