Negative Declaration
Lewis County - The Village of Turin, as lead agency, has determined that the proposed Water Infrastructure Improvements will not have a significant adverse environmental impact. The action involves the replacement of existing water mains, services (to the right of way), water meters, hydrants, and gate valves, and the installation of water main extensions in selected locations and associated new water services, hydrants, and gate valves within the Village and Town of Turin. The project also includes rehabilitating the water storage tank, or replacement of the existing water tank with a new tank in a different location. The Town of Turin will also form a new water district as part of this project, which will include all current users in the Town of Turin as well as users along the sections of new water main being installed. The proposed project also includes improvements to aged equipment in the water treatment plant (WTP); items proposed to be replaced/rehabilitated include (but not limited to): control panels, electrical panels & service, mechanical & plumbing fixtures, water treatment equipment & appurtenances, building foundation repair and siding replacement. The existing green sand filters at the WTP will also be replaced, and an existing well will be rehabilitated. If the well rehabilitation does not increase the well's capacity, a new well will be drilled at the WTP site to meet Ten States Standards requirements. The old well would remain in service. New mainline meter pits will be installed at the Town/Village boundaries on all new and existing water main piping. The project will also include existing fire hydrant investigations and repairs of any issues found throughout the Village. The project is located throughout the Village and Town of Turin, New York.
