Mikhail Mishustin's opening remarks:
Good afternoon, colleagues.
During our strategic session today, we will continue to discuss the issues related to the implementation of the President's May Executive Order. In particular, we will discuss the developing of a single plan for the implementation of national projects until 2030 and for the period up to 2036.
To achieve the goals formulated by the President, we will continue to use a multilevel control and management system so that major financial resources are used as efficiently as possible. The draft federal budget stipulates the allocation of nearly 19 trillion roubles for the implementation of national projects in the next three years.
Our plan will align the Executive Order, 19 national projects and over 40 federal programmes, as well as industry-specific and regional strategies, roadmaps, legislation, and the investment programmes of state corporations.
Actually, we will create a modern digital interface that will show what we need to do, where and how we will do it to achieve our strategic goals. Among them are preserving the population, improving health and wellbeing, supporting families, and unlocking the potential and talents of every individual, as well as cultivating patriotism and social responsibility. Other goals include a comfortable and safe living environment, environmental wellbeing, a sustainable and dynamically developing economy, technological leadership and the digital transformation of state and municipal governance, the economy and social sphere.
We are applying interdepartmental and inter-branch methods in the pursuit of these goals. The dynamics of the necessary improvements across all spheres will be assessed using 90 indicators, which will set the tone and determine our strategy for the medium and long terms.
The President has instructed us to prepare and submit this single plan by the end of the year. It must take into account all instruments of the state policy. The overall contour must include the entire range of possibilities available to us. We must recruit the necessary participants for our team. More importantly, we must create a flexible digital governance model that will meet the requirements of the current period and the near future.
While doing this, we must take into account many factors, including the continuing pressure from unfriendly countries, which are trying to contain our progress.
We are talking about the global shift that is taking place in the world, such as the growing role of BRICS in the economy and the decreasing role of the G7 countries, the strengthening of the Global South countries, and the creation of forward-looking technologies and relevant commodities and markets. Taken together, this opens up new horizons, and we must adjust our economy to them while relying on these analytical materials in our work.
The unified plan must delineate specific steps to, on the one hand, mitigate risks and, on the other, enhance positive trends. The transformations we are currently experiencing must be sustained. In this context, it is imperative to develop our industrial competences and capacities, adopt advanced technical solutions, bolster the medical infrastructure comprehensively - including the modernisation of child healthcare - and create a comfortable environment for citizens.
Despite unprecedented pressures, Russia's GDP growth rate this year is significantly higher sometimes several times over - than that of the countries that have imposed sanctions against us. Over the first three quarters of the year, our growth exceeded 4 percent, whereas some European nations are experiencing stagnation.
It is crucial for us to continue active development, including the creation of a supply-side economy, as the head of state has highlighted.
To this end, the unified plan must be as detailed as possible, with a clear rationale for achieving each national objective. Areas of responsibility must be clearly defined for all agencies, regional administrations, and development institutions. In the objectives set, every action and every activity should contribute to the overall result.
Performance will be monitored by a two-tier system of analysis.
I would like to remind you that the first level is operational, allowing for monthly tracking of progress in terms of national objectives, as well as specific national projects and state programmes.
The second level is strategic, aimed at identifying the causes of deviations, risks, and their management.
This approach will enable us to identify changes in trajectory promptly, take timely corrective measures, and, importantly, assess citizens' satisfaction with the decisions made by the Government and regional authorities.
My relevant deputies will bear personal responsibility for meeting the indicators. They will also oversee the process, ensuring coordination across all steps, including territorial aspects. Regarding the regions, the heads of the relevant constituent entities of the Russian Federation will be accountable for progress at their level.

Today, we must address the project concerning outstanding issues. Enhancing interaction between agencies within the framework of the unified plan is essential. Additionally, the achievement of national objectives must be systematically organised across the entire governance hierarchy.
I urge all colleagues to work closely with governors and the State Council and, of course, to obtain prompt feedback from the public.
