Scrutiny Management Committee - Review of Recruitment and Retention in the States of Guernsey

The States of Guernsey continues to face significant challenges to appoint and retain staff. The total expenditure on Pay has continued to grow. In 2023 for a workforce of 5,058 Full Time Equivalent (FTE) staff, including temporary and agency remuneration, the cost was £312m, around 36% of the consolidated total expenditure of £863.9m.

The Scrutiny Management Committee (SMC) has decided to form a Review Panel tasked to consider Recruitment and Retention within the States of Guernsey. The panel will include representation from members of the Committee and individuals independent of Government with expertise in this area.

The SMC will consider material submitted via a call for evidence process, to support the review. The terms of reference for the review can be found on the Committee's website at www.gov.gg/scrutiny. The SMC would encourage members of the public who believe they have relevant information to contribute to the call for evidence process to contact [email protected] by the 26th of July 2024.

Deputy Yvonne Burford, President of the Scrutiny Management Committee, commented:

"This review will focus on the current procedures of the States of Guernsey in regard to the recruitment and retention of its workforce and consider whether these are efficient and represent value for money for the public purse."
