Safety is the toy industry's top priority. All toys sold in the United States must conform to stringent federal safety standards such as the Consumer Product Safety Act, the Federal Hazardous Substances Act, and the Consumer Product Safety Improvement Act. Not only do these toy safety standards contain tough flammability requirements, they also restrict the use of substances known to be harmful to children and to which children might be exposed.
While some have expressed concerns about flame retardants in children's products (especially organohalogen types) toy manufacturers generally do not add flame-retardant chemicals to toys. Compliance with toy flammability requirements is almost always achieved by using materials that are inherently flame-resistant and that meet the requirements found in the federally-mandated ASTM F963 toy safety standard.
This statement was reaffirmed by The Toy Association in October 2024.
