On Monday, November 11, 2024, The Frederick High Intensity Drug Trafficking Area (HIDTA) group, comprising members from the Frederick Police Department, Brunswick Police Department, Maryland State Police, Homeland Security Investigations, Frederick County Sheriff's Office and the Frederick County States Attorney's Office, executed two search and seizure warrants: one at a residence in the 1000 block of Monroe Avenue in Frederick, MD, and another on a vehicle in Hagerstown, MD.
The search warrants were obtained by Detective Katherine Rafter following an extensive long-term investigation into the distribution of controlled dangerous substances (CDS) throughout the region to include both Frederick and Washington Counties. During the search, detectives recovered the following items:
The quantities seized in this investigation highlight a severe threat to public health and safety. The amount of fentanyl recovered could have led to hundreds of potentially lethal doses, illustrating the dangerous impact of this investigation's suspects. This seizure also underscores the prevalence of counterfeit and deadly drugs that continue to drive the opioid crisis in Maryland and across the United States.

Drug possession charges.
Gardner was served with an outstanding arrest warrant through Washington County and will be held on a detainer for a separate arrest warrant from Carroll County.
All suspects are currently being held at the Washington County Adult Detention Center pending further legal proceedings. The investigation remains active, and additional arrests or charges may follow.

This coordinated investigation received essential support from multiple agencies, including the Washington County Special Response Team, Washington County Sheriff's Office, Hagerstown Police Department, Maryland State Police SOG West, and the Washington County State's Attorney's Office. Their cooperation was instrumental in securing the residence and suspect vehicle.
This investigation was a coordinated effort between the Frederick Police Department, Maryland State Police SOG West, Brunswick Police Department, Homeland Security Investigations (HSI), Frederick County States Attorney's Office, Washington County States Attorney's Office, and the United States Postal Inspection Service (USPIS) under the Maryland Criminal Intelligence Network (MCIN). The Governor's Office of Crime Prevention and Policy provides grant funding and strategic support to MCIN member sites to identify, disrupt, and dismantle criminal organizations through inter-agency collaboration and data sharing to make Maryland safer.
