Published on September 12, 2024

Today Mayor Mike Johnston submitted the City and County of Denver's 2025 budget proposal to City Council. The 2025 General Fund budget is $1.76 billion, a 0.6% increase over the 2024 budget of $1.74 billion. Aside from the pandemic, this is the smallest annual budget increase since 2011.

"Budgets are about turning values into action," said Mayor Mike Johnston. "That's why our proposed budget is centered around building a more vibrant, more affordable, and safe Denver for all. It makes critical investments in every neighborhood while bolstering economic opportunity and quality of life citywide. In the face of an uncertain national economic environment and the end of one-time federal funding, we are proud that our budget adapts to these changes with a focus on slowing the size and growth of government while maintaining world class public services."

Highlights of the 2025 proposed budget include:

  • VIBRANT DENVER:Revitalizing downtown and opening 16th Street Mall
  • AFFORDABLE DENVER:Increasing workforce housing and reducing street homelessness
  • SAFE DENVER:Increasing officers and decreasing crime
  • Reducing spending on newcomers and homelessness
  • New VIBRANT DENVERfocus on climate and youth
  • Reducing the size and slowing the growth of government:
    • The city budget will grow just 0.6% - the slowest rate of growth in 14 years
    • A net decrease of FTE in the General Fund for the first time in over a decade

City Council committees will begin budget hearings on Monday, September 16, with final adoption in November. For more details on the proposed 2025 budget, read Mayor Johnston's letter to City Council here. The full budget book and today's presentation are available online at denvergov.org/budget.
