Congressman Harris Writes Letter to Ways and Means Chairman Asking for Clarification of The Pratt Library’s Nonprofit Tax-Exempt Status After Nancy Pelosi Endorses Candidate At[...]

Washington, D.C. -Congressman Andy Harris (MD-01) sent a letter to Ways and Means Chairman, Jason Smith asking for clarification on the tax-exempt status of the Central Enoch Pratt Library in Baltimore, Maryland. On Thursday, August 8, 2024, former Speaker of the House Nancy Pelosi visited the Pratt library for what was described as a book tour, but what ended up being a campaign rally for Vice President Kamala Harris, the presumptive Democratic presidential nominee.

501(c)(3) tax-exempt organizations, such as the Pratt Library are prohibited from engaging in any political campaign activity. According to the IRS website regarding 501(c)(3) organizations, "Contributions to political campaign funds or public statements of position (verbal or written) made on behalf of the organization in favor of or in opposition to any candidate for public office clearly violate the prohibition against political campaign activity. Violating this prohibition may result in denial or revocation of tax-exempt status and the imposition of certain excise taxes."

During Nancy Pelosi's "visit" to the Pratt Library, she stated, "Kamala Harris should be elected president of the United States because she is the best person for the job." She then seemingly acknowledged that this type of campaign activity is prohibited in a nonprofit organization and justified her remarks by saying, "I think we're talking civics here right now, right?"

Statement From Congressman Harris:

"Endorsing and campaigning for presidential candidates is prohibited activity and as a public official and a nonprofit organization, both Nancy Pelosi and the Pratt Library should know that. Because of this, I am requesting an update on the current tax-exempt status of the Central Enoch Pratt Free Library in Baltimore, Maryland."
