Drafting of the bill is due to the need to make technical addenda to a number of laws as a result of the separation of the National Security Service (NSS) from the State Protection Service (SPS), as well as the need to review some legal relations: The RA Deputy Head of the State Defense Service Grigori Araqelyan noted, presenting for debate the legislative draft law authored by the Government on Making Addenda and Amendments to the Law on Ensuring the Security of Persons Falling under Special State Protection and the attached draft laws. The issue was debated in the second reading at the sitting of the NA Standing Committee on Defense and Security on November 11.
The rapporteur mentioned that after passing it in the first reading by the National Assembly the deputies did not present recommendations on the legislative package. Amendments of technical character and one substantive addendum were made to the law on Ensuring the Security of Persons Falling under Special State Protection and the attached draft laws by the recommendation of the Government. In order to ensure the completeness of the regulations provided for by the bill and to bring it into line with the law on Defense, the provision on participation in the defense of the Republic of Armenia during war or martial law was added to the SPS within its competence.
The co-rapporteur, the member of the Committee Vahagn Aleksanyan noted that the adoption of law will promote performing more distinctly the functions of the SPS. He also expressed confidence that the society highly appreciates its service, which the structure carries out.
The Committee Chair Andranik Kocharyan emphasized the rates of the service development, qualitative and noted that it is necessary to add the service toolset for being more informed.
The package of the draft laws was endorsed.
