Grover Beach Launches Circulation Element Update with Support from Cal Poly City & Regional Planning

The City of Grover Beach is excited to announce the launch of its Circulation Element update, an important component of the City's General Plan. This update will help the City secure regional, state and federal funding to enhance mobility and connectivity throughout Grover Beach.

As part of the update, the City will benefit from the support of students from Cal Poly San Luis Obispo. Seventeen senior students from Cal Poly's City and Regional Planning program will assist the City in collecting data, engaging the community and providing valuable insights that will help guide the future of Grover Beach's transportation system.

"Embarking on the Circulation Element update marks an important step in our efforts to build a more connected, accessible and sustainable City," said Grover Beach Mayor Karen Bright. "We're thrilled to have the support of Cal Poly's talented students as we work toward a plan that reflects the needs and aspirations of our community."

The Circulation Element outlines policies and plans for developing and managing transportation infrastructure, including roads, public transit, bicycle networks and pedestrian pathways. Last updated in 2005, the new update will incorporate recent changes in land use, environmental goals and community priorities.

As part of their senior studio project, Cal Poly students will work closely with City officials, consultants and the public. Their work includes conducting street car counts, drafting administrative reports and supporting community outreach efforts, which will be led by the City. Public input will play a vital role in shaping the updated plan, ensuring that it aligns with the needs of residents and businesses alike.

Community engagement is a central focus of the update process. Residents will have the opportunity to participate in several workshops and events, including the first "Visioning Workshop" scheduled in November. Cal Poly students will assist in gathering feedback at these events and distributing informational materials throughout the city. Students recently staffed a "How Do You Get Around?" tabling event to gather feedback at locations throughout the City.

The Circulation Element update will focus on:

• Involving the community through inclusive public engagement.
• Utilizing up-to-date data to inform transportation planning.
• Addressing sustainability and environmental concerns.
• Integrating the transportation plan with existing and future development.
• Ensuring the plan reflects local needs and long-term goals.

Grover Beach City Manager Matthew Bronson emphasized the significance of the update, stating, "The Circulation Element Update is a priority for Grover Beach as we continue to build a thriving, accessible community. We appreciate Cal Poly's support in enhancing our ability to ensure this plan is data-driven, sustainable and reflective of what our residents want."

The updated Circulation Element is tentatively expected to be brought to the City Council for approval in July 2025.
