ADL 234593 - Flood Mitigation Activities - Kenai Peninsula Borough Seward-Bear Creek Flood Service Area
Subject to AS 38.05.872, the SCRO Material Sales Program has received an application for the
following:
APPLICANT: Kenai Peninsula Borough Seward-Bear Creek Flood Service Area
PROJECT NAME: ADL 234593
GEOGRAPHIC LOCATION: Within the bed of upper Salmon Creek, Seward AK.
LEGAL DESCRIPTION: 9.55 acres of Salmon Creek within a 1.5 mile portion of the upper
Salmon Creek, south of Bear Lake, in Section 18, Township 1 North, Range 1 East, Seward
Meridian and Section 13, Township 1 North, Range 1 West, Seward Meridian.
REQUESTED ACTIVITY: The Kenai Peninsula Borough has requested a Flood
Mitigation Authorization to restore the channel of Salmon Creek and mitigate flood risk
for nearby neighborhoods. Kenai Peninsula Borough proposes removing an initial 66,458
cubic yards of excess material from the creek bed with ongoing maintenance to prevent
overflow from the creek during periods of high-flow, with total extraction during the
authorization not to exceed 150,000 cubic yards.
REQUESTED TERM: Five years.
DEADLINE FOR COMMENTS: 5pm AKST October 10, 2024
The public is invited to comment on this activity. The purpose of this notice is to gather input on
this activity. To ensure consideration, comments must be received by the Division of Mining,
Land and Water at South Central Regional Land Office, Anchorage, Alaska 99501 on or before
the date noted above. Questions concerning this activity or requests to view the full application

After review and adjudication, we may issue an authorization with stipulations for the activity.
The activity may be modified during the review and adjudication process.
