APPROVED JULY 1, 2024 LINTON CITY COUNCIL REGULAR MEETING MINUTES

The meeting was called to order by Mayor Daniel Imdieke on Monday, July 1, 2024 at 5:00 pm. Upon roll call, the following council members were present: James Gartner; Brian Jacob, Randall Meidinger, Wayne Ehley, Travis Dockter, Eric Schmidt. Also Present: Public Works Director Tyler Gross, City Administrator/Auditor Sharon Jangula, Deputy Auditor Joy Bosch.

The Pledge of Allegiance was recited.

The official vote for the June 11, 2024 City of Linton Election as Officially Certified by the Emmons Canvass Board was reviewed. A motion to accept the official vote was made by Wayne Ehley, seconded by James Gartner. Unanimous aye vote; motion carried. Following is a listing of the official vote. Council Member Ward I: Eric Schmidt-187; Corbly Orgren-65; Council Member Ward II: Randall Meidinger-196; Council Member Ward III: Travis Dockter-210; Park Board Member 2-Year Unexpired Term: Heather Hase-218; Park Board Members (2) 4-Year Terms: Mark Weber-203; Aaron Stuckle-196; Measure No. 1 (publish City Council meeting minutes) Yes-253 No-18.

Mayor Imdieke welcomed new Council Member Eric Schmidt.

A motion to approve the June 3, 2024 Regular Meeting Minutes was made by Brian Jacob, seconded by Wayne Ehley. Unanimous aye vote; motion carried.

Darren & Julie Tveito addressed the council regarding replacing a fence on their property. They said they would like to replace the old fence and add an additional three panels along the sidewalk. The old fence had one panel along the sidewalk and they would like to place four panels along the sidewalk. After discussion, there was general consensus they could replace the fence as it had existed with only one panel along the sidewalk.

Tana Werner addressed the council requesting an on-sale liquor license for the 125th Celebration. Ms. Werner currently has an off-sale liquor license as Linton Liquors LLC. During discussion it was determined there was not enough time before the event to grant the request. Ms. Werner said she is interested in obtaining an on-sale license for future events. The matter was tabled until all paperwork for the request is submitted.

AJ Tuck, Moore Engineering updated the council on the 2024 Street Project and the Flood Management Study. The design of the street project is 95% completed. A public information meeting on the street project was held on June 18th with minimal attendance. The protest meeting regarding the project will be held on August 5th. He said the application for the Flood Management Study cost-share request has been submitted.

A motion to approve Building Permit Applications was made by Brian Jacob, seconded by Travis Dockter. Unanimous aye vote; motion carried. A motion to approve Gaming Permit Application 24-04 to American Legion Dan R. Richardson Post #54, for a raffle on 8/31/24 and Linton Lions Club Gaming Site Authorizations from 7/1/2024 to 6/30/2025 at Country Climate and Green Lantern was made by James Gartner, seconded by Wayne Ehley. Unanimous aye vote; motion carried.

A motion to approve Resolution 2024-07-01 Setting the Auditor Bond Limit, was made by James Gartner, second by Eric Schmidt. Unanimous aye vote; motion carried. The bond is from the North Dakota State Bonding Fund in the amount of $1,142,873.00.

A motion to approve the June 26, 2024 Monthly Financial Report was made by Brian Jacob, seconded by Wayne Ehley. Unanimous aye vote; motion carried.

A motion to approve the payment of bills was made by Wayne Ehley, seconded by Travis Dockter. Unanimous aye vote; motion carried. Brain Jacob reported a forester with the NDSU Forestry Division was in Linton. An inspection of trees was made and there were trees identified to have disease. Notices will be sent to remove the trees.

Wayne Ehley informed the council that he received a request to purchase property north of the property owned by Shirley Grenz on Cedar Avenue. The matter was tabled for further review.

Discussion was held on the various committees and appointments. After discussion, a motion to elect Wayne Ehley as Council President was made by James Gartner, seconded by Eric Schmidt. Unanimous aye vote; motion carried.
