Massena male arrested stemming from a domestic dispute

On August 20, 2024, State Police members arrested Tucker M. Ludlow, age 21, of Massena, NY for criminal obstruction of breathing or blood circulation.

On August 20, 2024, at approximately 10:44 p.m., Troopers responded to State Route 131 in the town of Massena for a domestic dispute. An investigation determined Ludlow and the victim were involved in a verbal argument which led to physical when the victim threw Ludlow's cellphone causing no damage to the phone and Ludlow held the victim down by the throat causing the victim not to be able to breathe for a brief period.

Ludlow was arrested and transported to SP Massena for processing. He was arraigned in the town of Massena Court where he was released on his own recognizance.
