Slate Roof and Ornamental Copper / Metal Trims Replacement

City Customs House Museum

Clarksville, Tennessee

To all interested parties:

The City of Clarksville, Tennessee (City) and Neely Engineering & Contracting, LLC are preparing design, construction and procurement documents for the complete replacement of an existing slate tile roof with custom ornamental copper and metal trim at the Clarksville Customs House Museum facility.

Recent exposure of this structure to a severe storm event has necessitated engaging the City's insurance carrier through which evaluations, reports and recommendations have since been obtained.

This public notice is to notify and request key personnel and company contact information from all interested and qualified prime contractors, qualified licensed roofing contractors, and qualified specialty subcontractors for slate roof installation and soldered copper trim fabrications and installation, that want to be included for consideration in receiving a subsequently issued Request for Qualifications (RFQ) solicitation scheduled to be issued within the next few weeks.

General information regarding the project description, intended scope of work, and anticipated contracting requirements are listed below. The intent of the subsequent RFQ is to develop a list of qualified slate roofing and ornate custom copper/metal trim vendors, manufacturers, subcontractors and specialists through which we intend to seek subsequent project bids or proposals.

Following the RFQ process, only pre-qualified and properly-licensed contractors, subcontractors, vendors, distributors, and manufacturers will be invited to participate in the formal bidding or Request for Proposal process. Vendors may become pre-qualified following the RFQ; however, all vendors must be pre-qualified prior to established dates for pre-approval status before the opening date.

Currently, this project is intended to be performed as a conventional project designed by the owner's consultant and then publicly bid to prequalified contractors; however, recognizing the uniqueness of this project and the highly specialized work and skill sets required, the City may elect to procure this work through evaluated proposals, or bidding with some portions of the more intricate work completed under delegated professional design. Other maintenance related work to drainage systems, framing systems, windows/openings, etc. are being included in the final scope of work.

Project summary:

  1. The project consists of the removal and replacement of a complete slate tile roof system, with select demolition/salvaging for City of ornamental copper and trim which are to be replaced with like-kind new elements.
  2. At present, electronic files of currently available building record drawings, scans, and assembled geometric parameters of the structure are viewable at the following link: https://www.neelyec.com/customshouse . This and subsequently available project information will be updated to the shared folder when applicable.
  3. A diversity of work items with approximate quantities or volumes of materials involved include approximately:
    1. 9400 SF remove / replace slate tile system on primarily 16/12 roof pitch
    2. Approx. 21 custom copper dormers, spires, and ornamental statues on approx. 35/12+/- roof pitch
    3. Approximately 1200LF of rakes, hips, and valleys
    4. Substrate decking / sheathing repairs and new waterproofing system
    5. Approx. 300LF of custom copper guttering with additional downspouts and stand-offs
    6. Various structural repairs to roof wooden framing and decking
    7. Repair of various original wooden window casements and trims
    8. Demolition of non-functional fire-place chimneys and other penetrations
  4. The site location features and constraints/limitations include a minimum of:
    1. Location in heart of thriving downtown municipal center
    2. Requires coordinated and staged equipment access/use in public ROWs
    3. Requires protection or pedestrian protection in open ROWs
    4. Allows for limited crane space without approved street closures
    5. May require limited construction activities during peak pedestrian use of ROWs or during Museum scheduled events
  5. Anticipated total project cost is expected to exceed 1 million dollars.
  6. Long lead time specialty procured elements for the slate roof tile, ornamental copper and related custom features are and should be reasonably anticipated.

Procurement Contractor Minimum Requirements:

  1. Project construction is required to be by a properly registered TN Licensed General Contractor (TNGC) in accordance with Tennessee state law.
  2. GC license classification should be 'Building Commercial (BC)' with an 'Unlimited' monetary license limit, or at least minimum limits of 4 Million Dollars.
  3. Roofing subcontractors must be actively and properly registered TN licensed roofing contractors per current TN Board of Licensed Contractors (TNBLC) requirements. (See attached preliminary un-official classification information for reference only). Roofing subcontractors are expected to have an applicable subcontractor roofing license category such as 'LC-21 Roofing'; however, final determination will be at discretion of City Purchasing Director and TNBLC.
  4. All project funding will be from local (City) funds with partial reimbursement funding from City insurance claim proceeds. No federally established wage rates apply.
  5. The TNGC must obtain and maintain minimum insurance requirements as outlined in the attached City of Clarksville Minimum Insurance Requirements
  6. The form of contract between the City (Owner) and contractor will be applicable AIA standard contract form agreements
  7. There will be specific attention placed on obtaining proper material submittals from GC and vendors for the Engineer of Record (EOR) to adequately vet all elements intended for incorporation into the project. Conventional submittals and review/approval procedures will apply.
  8. The project procurement tentative schedule is itemized below:

    2. Issue RFQ 12-17-2024
    3. RFQ to be received by 01-09-2025
    4. Issue Contract Docs and Invitation to Bid 02-04-2025
    5. Non-mandatory Pre-Bid meeting on site 02-18-2025
    6. Bid opening date 03-04-2025
