Facilities, Design and Construction holds open forums for director position

Three finalists for the director position for Facilities, Design & Construction under The University of New Mexico's Institutional Support Services have been announced. The finalists include Terry McGregor, Rick Henrard and Tom Willmott. Each candidate will participate in an open forum via Zoom with faculty, staff, students and the community during their visit.

TERRY MCGREGOR
Thursday, Aug. 1

Terry McGregor is an accomplished professional with over 25 years of progressive experience in Design, Construction, and Facilities, including relationship building in all categories. He can confidently collaborate with all stakeholders and lead the team to the desired outcomes. He has standardized processes by mentoring the team involved, from first-level department members to senior leadership or external vendors and suppliers.

The expectations of all those involved will met by focusing on solutions in project planning, process streamlining, facility management, and presenting the plan and milestone updates to all parties. Building relationships with the stakeholders at every level, internal and external, and learning their expectations add to the team's success. This is reflected in his focus on collaboration, performance management, leadership development, strategic planning and implementation, change management, and employee and vendor relations, allowing the ability to successfully collaborate and connect with individuals at all organizational levels - from emerging professionals to experienced leaders. Willmott has served as a sound and trusted business partner committed to the advancement and advocacy of the organization and its individuals.

RICK HENRARD
Friday, Aug. 2

Richard Henrard, who likes to go by Rick, holds a Bachelor of Architecture from the University of Texas at Arlington and a UNM Management Academy Certificate. He holds an active Registered Architect license and New Mexico General Contractor license (GB98). Henrard has spent 20 + years of his 37+ professional year career at UNM and is currently back for his second term. He proudly participated in the largest capital outlay programs in UNM's history and has served as UNM Owner Representative for multiple design and construction awards for many past capital projects.

Henrard's last position prior to retirement from UNM was director of Planning, Design & Construction, where he oversaw a division of staff with various skill sets. The staff of approximately 34 ranged from Project and Construction Managers, Landscape Architect, Planners, an Interior Environment Specialist, a Construction Division and various Administrative Staff that managed and supported UNM's multi-million dollar capital project outlay programs. In addition, he oversaw the Internal Service Unit operations, the department's budget and finances, human resources, training and coaching of staff, and all process improvements associated with day-to-day task and goal setting. He provided architectural and construction expertise to the division and institution. He collaborated with stakeholders and team members to develop and accomplish successful capital project outcomes of high quality, within budget and on schedule to meet university goals.

Henrard joined Los Alamos National Labs (LANL) as their PE-Architect for the Vertical Infrastructure Unit. He led the development of new project execution efficiencies, directly hired and grew the unit with eight new staff and developed their first Construction Manager @ Risk (CMAR) project delivery to attract more community Design & Construction partners and successful project outcomes. Henrard is not just happy, but truly enjoys supporting his current team and mission. However, he was compelled to look at the bigger picture, which is in alignment with his strengths, skill sets, and most of all, his institutional and community knowledge. Henrard brings a consistent track record of integrity and positive outcomes with his UNM stakeholders and is well-respected by the local design and construction community.

TOM WILLMOTT
Monday, Aug. 5


With over 15 years of program management experience, Tom Willmott brings a wealth of expertise in executing large-scale enterprise programs across diverse sectors, including oil and gas, energy, logistics, and education. His career is marked by a proven record of establishing and leading Program Management Offices (PMO) to oversee and deliver multi-million-dollar construction, renovation, and facilities servicing programs, consistently meeting deadlines and staying within budget constraints.

As an exceptional people manager, Willmott excels in building and nurturing high-performing teams, securing program funds, and accurately forecasting budgets. His hands-on approach to project management ensures streamlined operations, healthy stakeholder relationships, and optimized process flows, all contributing to the successful achievement of project objectives. Willmott is adept at eliminating roadblocks and navigating complex project landscapes, always with a focus on strategic decision-making and supporting the intricate needs of fast-paced, outcome-driven departments. His long-term interests lie in directing strategic projects and managing high-volume priorities to facilitate effective decision-making and drive organizational success.
