Bikes and E-Bikes Allowed on Streets; Personal Use Vehicles Prohibited by Local Code

How to Alert E-Bike and Personal Use Vehicle Issues to Police

Call 9-1-1 to report use of a personal use vehicle on public or private property or to alert the police to cyclists who are not following the rules of the road. Roselle police officers can issue citations for village ordinance violations. Certain infractions may result in a citation for a violation of the Illinois Vehicle Code. Bicycles & E-Bikes Permitted on Streets

  • Illinois state law allows cyclists to operate bicycles and electronic bicycles ("e-bikes") on roadways.
  • Bicycles and e-bikes must be properly outfitted with a white lamp at the front and a red reflector on the back to operate on roadways at night.
  • Illinois state law requires that e-bikes are labeled with their classification, top speed, and motor wattage.
    • Riders under age 16 may not operate a Class 3 bicycle per state law. Cyclists are not required to have a driver's license to operate a Class 3 bicycle.

Personal Use Vehicles Not Permitted on Streets

Golf carts, all-terrain vehicles, and recreational off-highway vehicles are considered personal use vehicles.

  • Personal use vehicles cannot be operated on any public street, parking lot, sidewalk, or pedestrian walkway.
  • Personal use vehicles cannot be used on any private property without permission or in any location where such a vehicle is prohibited by signage.

Wear a Helmet!

While helmets are not required by state law, the Roselle Police Department strongly encourages anyone operating a personal use vehicle or bicycle of any kind to wear a helmet for their safety. Wearing a helmet can reduce risk of head injury by up to 85%.
