City Council Action Summary for Nov. 4, 2024

Three Powder Springs neighborhoods will receive a total of $8,180 in Beautification Grant funds following action taken by the City Council at its meeting Monday night.

Set to receive these grants are the neighborhoods of Vinings, Whispering Glen and Woodbridge. These recipients' beautification projects were reviewed by city staff and Keep Powder Springs Beautiful and determined they had met grant qualifications. Recipients are required to provide a match for the funds and complete their beautification projects in a timely manner.

Council members voted 3-1, with Dwayne Green in opposition and Patricia Wisdom not present, to approve with conditions a request from Serious Tree Services to rezone from Neighborhood Retail Commercial (county) to Light Industrial (city) a 17.7-acre tract at 3969 and 3989 Flint Hill Road.

Receiving unanimous approval were the following zoning matters:

  • A request to vary the minimum lot requirements for a church as an accessory to a school at 4110 Austell Powder Springs Road, Suite 160.
  • A city-initiated variance request regarding dimensional requirements for residential lots at a Buck Road property.
  • A request from New Era Learning Academy to vary minimum parking requirements for a school at 4640 Hiram Lithia Springs Road.
  • A change in zoning conditions of PZ 22-001, previously approved on March 21, 2022, relating to the Westmont Preserve subdivision.

In other business, the council approved:

  • The proposal from DAF Concrete for the repair of certain sidewalks and catch basins at various locations in the city for the sum of $41,000.
  • A resolution for certain professional services in advising management about staffing efficiencies and departmental operations for purposes of succession planning by the Carl Vinson Institute and Sumter Consulting for an amount of $30,000.
  • A resolution authorizing the mayor to execute documents required for additional work needed to complete the new municipal complex at the municipal court property.
  • A resolution authorizing repairs to certain sidewalks in the public right-of-way.
  • A resolution updating the city's fee schedule.
  • A resolution approving amendments to the personnel manual relating to social media, accrued leave, required training and disciplinary action.
  • Meeting date schedules for the 2025 calendar year for the City Council and the city's Planning and Zoning Commission.
