SCOPE: Dauphin County, Pennsylvania operates the Dauphin County Prison. For purposes of this RFI only the County and Prison are deemed to be synonymous. Dauphin County Prison (DCP) is seeking information to enhance its integrated approach to addressing the substance use disorder needs of incarcerated individuals. This RFI aims to explore and expand access to effective drug and alcohol services that support rehabilitation and recovery, ultimately reducing recidivism and facilitating successful reintegration into the community. We invite responses focused on substance use prevention, intervention, education, treatment, programming, and continuity of services. This RFI will help us assess the availability of providers, technical capabilities, costs, and their ability to operate within the existing systems of Dauphin County.
Responses to this RFI are voluntary and do not constitute a request for proposals, quotations, or bids. There is no obligation or commitment from DCP for future action, contracts, agreements, or acquisitions based on this RFI. We will not pay for the preparation or submission of responses, which will be used solely for planning and market research.
To the extent possible, please submit non-proprietary information. Any proprietary details should be clearly marked and will be safeguarded according to Dauphin County Prison regulations. Responses will not be returned.
BACKGROUND: Dauphin County Prison currently offers drug and alcohol programming, including group and individual therapy. We value partnerships with external providers to enhance substance use programming, recognizing that effective treatment is crucial for successful reintegration post-release.
Dauphin County Prison's mission is to serve our community by providing a safe environment that promotes personal growth and rehabilitation. We aim to reduce recidivism by providing a range of educational, mental health, and reentry services to support reintegration into the community.
PURPOSE: This RFI seeks information about your organization's capabilities related to comprehensive drug and alcohol services, including programming and treatment.
SOLUTION APPROACH: Identify drug and alcohol treatment and programming options that adhere to industry standards, including assessments, individual and group counseling, full-time programming, and coordinated release planning.
