2nd Update: Suspect Arrested, Another Sought in 2023 Fatal Shooting at 4800 West 34th Street

June 25, 2024- A suspect wanted and charged in the fatal shooting of a man at 4800 West 34th Street about 3:50 a.m. on November 12, 2023 is in custody.

The suspect, Izavian Bell, 17, is charged with murder in 263rd State District Court and is in custody. A booking photo of Bell is attached to this news release.

A second suspect, Joseph Refugio Ramos,18, is charged with murder in the 488th State District Court and remains at -large.

The victim has been identified as Dominique Rice, 26.

HPD Homicide Division Sergeant K. Persad and Detective L. Gonzales reported:

HPD patrol officers responded to a shooting at the above address and found the victim lying on the sidewalk. He had suffered multiple gunshot wounds. Houston Fire Department paramedics responded to the scene and pronounced the victim, later identified as Mr. Rice, deceased.

A witness stated they were walking with Rice when a vehicle drove up and several suspects exited the vehicle. As the suspects confronted Rice, one of them produced a pistol and then shot him multiple times. The suspects then fled the scene in the vehicle. The witness, who ran and hid, was not injured.

An initial investigation identified Ramos as a suspect in this case and, on January 2, he was charged for his role in this shooting.

Further investigation identified Bell as a shooter in this case and a murder charge was filed on March 17.

On Monday (June 24), HPD SWAT and the South Gessner and Southeast Patrol Division Crime Suppression Teams located and arrested Bell without incident. Bell was booked into the Harris County Jail.
