City of Cleveland Rolls Out New ParkMobile Technology in Ohio City Neighborhood

The Modernized Parking Experience Will Occur in Three Phases to Provide Convenient and Available On-Street Parking

Wednesday, August 21, 2024 - Cleveland - The City of Cleveland announced that it has started updating its on-street parking services in the Ohio City neighborhood and will continue to do so over the next several weeks. Last year, following a detailed RFP process, the City selected ParkMobile and Flowbird as vendors to implement modernization plans of its street parking system. Last Fall, the City officially launched the new digital solution in the Downtown Central Business District with plans to expand it in neighborhoods across the city with high demand for on-street parking.

The Ohio City neighborhood, an important commercial and retail artery in Cleveland, was identified as one of these areas based on the presence of existing coin-operated meters and increased business growth leading to high street parking demand. The implementation process is being rolled out in three phases with the goal of encouraging more turnover in front of businesses to increase street parking availability. ParkMobile signs were mistakenly installed at the wrong time in some areas of Ohio City last week and the City apologizes for the confusion. The on-street parking update will proceed in the coming weeks according to the following phases:

Phase 1: Main Commercial

The first phase set to occur over the next four weeks will consist of the W. 25th St.--Lorain Ave. commercial corridors where parking meters currently exist. In these areas, the coin-operated meters will be supplemented with the new ParkMobile technology to provide individuals with easier, more convenient options to pay for street parking. There is no change to enforcement and it will continue as-is in these areas - i.e. those who commit parking violations will be subject to citations and fines.

Phase 2: Select Commercial

Once the first phase is complete, the City will move on to the next phase that will include extending paid street parking zones along portions of Lorain Ave., W. 25th St., and nearby offshoots where time-limited parking sessions currently exist. In these areas, time-limited signage is posted but there are currently no coin-operated meters. The new ParkMobile technology will be installed to provide individuals with a modernized parking option that will also help improve parking operations and management in a consistent manner. This phase is anticipated to take two to three weeks. Enforcement in these areas will be temporarily paused to allow time for individuals to get acclimated to the change. Those who commit parking violations during the grace period will receive warnings in lieu of citations and fines.

Phase 3: Select Mixed-Use

Once Phase 2 is completed, the City will move on to the last phase that involves mixed-use areas including Detroit Ave., Fulton Rd., Church Ave., Bridge Ave., and W. 28th St. where meters do not currently exist. This phase is also expected to take approximately two to three weeks, and enforcement will be temporarily paused to give people time to adapt to the new system. During this grace period, warnings will be issued for parking violations in these areas in lieu of citations and fines.

Beyond this initial implementation, the ParkMobile system will afford the City the opportunity to study utilization patterns, enforcement trends, and analyze other metrics to make data-driven decisions for future street parking management adjustments. The system will allow the city to more effectively manage on-street parking by providing the ability to adjust paid parking hours to better align with business hours in the evenings and on weekends, and to adjust parking rates based on demand - to achieve the program goal of providing convenient and available on-street parking.

1. Look for a green and black ParkMobile sign (or sticker on one of the old meters) to locate the Parking Zone Number.
2. The technology utilizes multiple payment options to accommodate a variety of capabilities -
   1. Mobile App: Download the ParkMobile app from the Apple App Store or Google Play Store. Create an account with an email address and password or checkout as a guest. Enter the Zone Number, select the amount of time you would like to park, add your vehicle(s), and choose your payment method. Then click "Start Parking" to begin session.
   2. Online: Access the web version by scanning the QR code on the sign or sticker or going to https://parkmobile.io/. Follow the similar prompts as the app.
   3. Text: Text "Park to 77223 and follow the prompts received.
   4. Call: Dial (877)-727-5009 to make a payment over the phone.
