Smith Receives Frostburg State University President's Distinguished Staff Award

Recently retired Frostburg State University Chief of Police, Cindy Smith, was the 2024 recipient of the President's Distinguished Staff Award, which recognizes a staff member who has provided exceptional service to the University and has helped to advance its mission, goals and priorities.

Chief Smith spent over 40 years in law enforcement in a command capacity, including as Lt. Colonel with the Maryland State Police, Captain at Garrett County Sheriff's Office, and finally as Chief of Police at FSUPD.

When she came to FSU 15 years ago, Chief Smith was instrumental in transforming the campus police department into one that is not only more effective but also highly respected in the community and across the University System of Maryland. Smith leaves behind a dedicated team of men and women committed to continuing her legacy of service and safety.

"This award is a fitting end to a fantastic career and the perfect way to honor her incredible service," said Troy Donoway, FSU vice president for Administration and Finance. "Her hard work and leadership have made a lasting impact on our campus and community."

Chief Smith's accomplishments at FSU were significant. Under her direction, she helped establish the Concurrent Jurisdiction agreement with the City of Frostburg; she worked in tandem with then Senator, George Edwards, and the FSU team to construct a new police station; she reorganized the department to develop a succession plan; and she worked collaboratively with Student Affairs at FSU to significantly curb binge drinking among college students.
