Cathedral City’s Discover Digest

Question: How can the citizens of Cathedral City contribute to improving the streets and roads in our city?
Answer: By registering as a resident of Cathedral City (Census), purchasing gasoline for a vehicle at a Cathedral City gas station, and by registering a vehicle at a primary residence/property address in Cathedral City.
For the fiscal year that ended on June 30, 2024, the City of Cathedral City received $2,700,000+ overall in Gas Tax funding. Each month, the State of California provides two primary sources of funding through Local Streets and Roads (LSR) funds:
  • Senate Bill (SB 1), the Road Maintenance and Rehabilitation Program (RMRP) addresses deferred maintenance on the State Highway System and the local street and road system, and the Road Maintenance and Rehabilitation Account (RMRA) for the deposit of various funds for the program. A percentage of this new RMRA funding is apportioned by formula to eligible cities and counties pursuant to California Streets and Highways Code section 2032(h) for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system. In fiscal year 2023/2024 (July 1, 2023 through June 30, 2024), the City of Cathedral City received $1,300,000+.
  • Highway Users Tax Account (HUTA) Allocation. Expenditure authority is governed by Article XIX of the California Constitution and California Streets and Highways Code section 2101. These laws describe the allowable uses of "Gas Tax" funds for public streets and highways, public mass transit guideways, and their related public facilities. In fiscal year 2023/2024 (July 1, 2023 through June 30, 2024), Cathedral City received $1,400,000+.
Authorized uses of these funds include:
  • Construction is defined as the building or rebuilding of streets, roads, bridges, etc., or their component parts, to include 1) New Construction, 2) Reconstruction, and/or 3) Preventative Maintenance.
  • Maintenance is defined as the preservation and upkeep of a street or road, and the operation of a street or road facility and its integral services to provide safe, convenient, and economical highway transportation including 1) Physical Maintenance (preservation and upkeep) and/or Traffic Services, including operating and providing safe, convenient, and economic travel.
In the City biennial budget process, we use these sources of funds to strategically determine how to provide improved and safe streets and roadways. With our annual street/road improvement needs ranging from $7,000,000 - 11,000,000, we encourage our citizens to buy LOCAL in Cathedral City.
