Village of Evans Mills Man Arrested on Child Pornography Charges

Philip R. Kellar, age 48, from the village of Evans Mills was arrested on July 24, 2024, following a joint Internet Crimes Against Children Task Force Investigation involving the New York State Police and Homeland Security Investigations. Kellar was charged with (5) counts of Possessing a Sexual Performance by a Child (class "E" felony).

The investigation determined Kellar had uploaded multiple files consistent with child sexual abuse material to a cloud storage provider and possessed file(s) similar in nature on an electronic device.

Kellar was remanded to Jefferson County CAP Court without bail.

The investigation involved members of the State Police Bureau of Investigation in Watertown, the Computer Crime Unit- Troop D, and Homeland Security Investigations.
